The U.S. Department of State, Bureau of International Narcotics and law Enforcement Affairs (INL), funded Justice Sector Support Program (JSSP) is a nationwide criminal justice sector development program focused on institutional capacity building as well as training and mentoring in Kabul and key provinces, and utilizes international and Afghan Advisors to train and build capacity for Afghan officials within the Ministry of Justice (MOJ), Attorney General’s Office (AGO), Supreme Court (SCT), Ministry of Women’s Affairs (MOWA), and other justice sector institutions.The program has the following four sections: *Case Management System Development *Legislative Capacity Building *Organizational Capacity Building *Monitoring and Evaluation
The Justice Sector Support Program (JSSP), Department of State, INL funded-project which is implemented by Tetra Tech, Inc. (Tt), utilizes international and Afghan advisors to train and build capacity for Afghan officials within the Ministry of Justice, Attorney General’s Office, Supreme Court, Ministry of Women’s Affairs, and other justice sector organizations. The Case Management System (CMS) is one of the three components of JSSP. CMS is an online database developed with Afghan government institutions designed to track criminal and civil cases. Criminal cases are tracked from arrest through release from prison. The system is a critical tool in improving the tracking, transparency, and management of cases across the legal system, deterring corruption at every point in the legal case progression, holding government entities accountable, and protecting the rights of individuals in the criminal and civil justice systems. Through this Request for Proposals (RFP), Tt seeks a vendor to provide the goods and services as outlined in the Scope of Work (SOW) in Appendix 1.

Duties & Responsibilities:
Tetra Tech is seeking proposals from suppliers to provide turn-key internet connection links for its JSSP sites in Afghanistan which shall be used to transmit TCP/IP based data traffic. This award shall be in the form of a subcontract to the selected vendor in support of Tetra Tech’s JSSP operations.
1.1. The subcontractor’s solution shall provide broadband satellite installation, operation, maintenance, repair, site moves and any other related support services for the Broadband facilities and for the backhaul links.
1.2. The turn-key services in this SOW shall be provided by the subcontractor and shall be subcontractor owned, installed, operated and managed equipment.
1.3. The turn-key services in this SOW are to be provided by the subcontractor. Although it is not mandatory that services be performed by the subcontractor’s own employees, it is highly desired that all Field Engineers be direct employees of the subcontractor. Third party sub-contractors are allowed but not desired. All terms and conditions from Tetra Tech flowed down to the subcontractor shall be flowed down to any third-party subcontractors. The subcontract must obtain prior written approval to engage any third-party subcontractors.
1.4. The Subcontractor shall be responsible for procuring all necessary equipment as well as for shipping all equipment to the end destination including management of customs clearance and in-country transportation.
1.5. The Subcontractor shall be responsible for all license acquisition and any other government approvals and legal requirements.
1.6. The Subcontractor shall be responsible for installation, link commissioning and teleport services.
1.7. The Subcontractor shall be responsible for moving broadband satellite equipment and ensuring internet connection is reestablished upon request from JSSP.

Provide internet service to specified CMS sites throughout Afghanistan of which many are remote locations requiring connection through terrestrial technology. The required CMS sites are located throughout all 34 Afghanistan provinces.
