About MPW-NRAP inc:
The National Rural Access Program (NRAP) is one of the most important National Priority Programs (NPP) of the Islamic Republic of Afghanistan. The primary focus of the program is the rehabilitation, (re-) construction and maintenance of the rural roads network in all 34 provinces of the country and it is funded by different donors, including the WB, ARTF, EC, DFID, JSDF , USAID and etc. The program has subsequent projects such NERAP, Shindand and etc. The clients representative in the program has been nominated in legal document of project e.g. MSA and TA namely Program Implementation Unit (PIU). The program is committed not only to improve rural access in remote areas but also capacity building of national staffs in order to provide Ministry of Public Works with skilled and trained staff for future operation in which PIU and UNOPS consultants play the foremost role.
The Sr. Procurement Assistant works under the overall guidance and supervision of the Sr. Procurement Specialist. He/she is responsible to effectively and proactively manage the procurement of goods non-works and services for the portfolio of NRAP/MPW programs, ensuring compliance and adherence to NRAP rules and regulations.
Provinces to travel:
Ability to manage multiple work to ensure achievement of PDOs related to procurement Unit.
Excellent interpersonal and communication skills, both verbal and written.
Advanced verbal and written English skills, both verbal and written.
Intermediate computer skills (MS Office, Windows XP pro, Access, networking).
Duties & Responsibilities:
Responsible for goods and services in the preparation of procurement documentations such as bidding documents, advertising of Bids, opening of bids, bid evaluations, drafting the bid evaluation reports, reports to the WB and drafting the award of contracts
Advice Jr. Procurement staff how to do market research in local, regional and online markets and
Assist the Snr.Procurement Specialist in his daily tasks.
Responsible for coordination with the Technical Section for the compilation of Market Unit Rates for Works/Goods/Services activities and material from local markets and certifying their authenticity
Participate in the bid Evaluation Committee as a member or observer, conduct activities in accordance with the World Bank/NRAP rules and regulations
Responsible to check/Draft correspondences related to the procurement matters.
Actively work with clients to exchange information on a variety of procurement process and transaction issues to deliver correct and timely services
Responsible for maintaining up to date Manuals and Policy documents relating to the Procurement matters Supervise the Jr. Procurement staff to Maintain an accurate and complete filing system for all procurement activities, to ensure transparency and accountability
Evaluating the NCB/ICB/ITB/RFP cases Check and supervise the Jr. Procurement staff to keep up to date the (PMS) Procurement trucking sheet
Evaluating the EOI consultancy cases Office management during absent of Sr. Procurement Specialist
Any other tasks assigned by Head of Procurement and High Management with the related tasks of Procurement.
Job Location:Afghanistan, Kabul
Bachelor Degree In Business Management is required
At least 3 years’ experience in the related field (Procurement).
Over all 6 years’ experience
