The scope of duties of the advisor for DG Skills Development will cover all related activities to the Directorate General for Skills Development.
The advisor for DG Skills Development will be responsible for i) Providing technical advises for the development, implementation, monitoring and evaluation of programs, projects and other activities ii) drafting and assisting in finalizing of documents including policies, strategies, proposals , concept and etc and iii) Planning and leading the capacity building activities in Directorate General Skills Development and the Ministry.
Initial duration of the assignment will be for 7 months with 3 months probationary period and possibility of extension based on satisfactory performance and availability of budget. This will involve the following activities:

Duties & Responsibilities:
a. Assist the DG Skills Development in his/ her daily activities and their follow up.
b. Provide technical advises in TVET and other livelihood supporting activities and projects.
c. Follow up and brief DG Skills Development on the development, progress and M&E of all activities related to the General Directorate for Skills Development
d. Contribute in the development of National Occupational Skills Standard(NOSS), curricula and other learning and instructional materials
e. Draft, review and finalize documents including policies, strategies, proposals , concept and reports
f. Participate and represent DG Skills Development in meetings, workshops and other events
g. Update the DG Skills Development about the new initiatives and changes occurring in the field of TVET and education on country level
h. Lead the capacity building activities in Directorate General for Skills Development as well as the Ministry in TVET related fields
i. Help in coordination of Directorate General for Skills Development related activities
j. Preparing required documents for participation in seminars and conferences
k. Follow up and help in the quality implementation of vocational training courses in all provinces
l. Travel for M&E and capacity building of vocational training centers to the provinces
m. Perform other duties as may be assigned by the supervisor.
Job Location:Afghanistan, Kabul
a. Bachelor Degree in Economic, Business Administration, Public Policy or any other related field with 7 years relevant experience or Master Degree Economic, Business Administration, Public Policy or any other related field with 5 years relevant experience.
b. Excellent interpersonal, analytical, negotiating skills.
c. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants and the World Bank staff.
