Job Summary:

The scope of duties of the Senior Finance Specialist will relate to all financial management activities required to successfully implement the NSDP and NATEJA project. These activities will be followed within the guidelines of the Government’s financial management rules and regulations and the respective donors’ agencies.

The Senior Finance Specialist will be responsible to the DM Admin and Finance and NSDP Program Director and work under the daily supervision of the Finance and Account Directorate.

Initial duration of the assignment will be for 7 months with 3 months probationary period and possibility of extension based on satisfactory performance and availability of budget. This will involve the following activities:

Skills Description:

Duties & Responsibilities:

a. Establishing sound financial management procedures for the NSDP projects – in accordance to regulations of Ministry of Finance (MOF) and the respective donors agencies,
b. Ensuring the installation of the agreed accounting system for projects in accordance with regulations of MOF and the respective donors’ agencies;
c. Working with the finance team on the preparation and revisions of the Project Implementation Plan (PIP), Procurement Plans, and Financial Management Manual (FMM) and systems, in consultation with the MIS Department staff and the project technical teams, and the Managers and Technical Team of the respected donors, ensuring that the project financial delivery is according to the implementation and the approved procurement plans;
d. Providing technical support to the Project Director in the process of securing additional financing to the project from the World Bank and new donors, including extensive technical and operational interactions with the World Bank Technical team, senior officials of the MOLSAMD and of the MOF;
e. Coordinate, along with Finance and Administrative staff, with the Procurement and project technical teams involved in implementation of the NTEJA and other NSDP projects;
f. Monitoring project financial team performance as per project outcome indicators, and timely identify and report any risks/ issues and recommend strategies to address such risks/ issues;
g. Contributing to preparations of weekly, monthly, quarterly financial reports of the project budget delivery, financial expenditures based on the approved procurement plan and effectively coordinate with the other team members, sectional managers and ensure the project implementation runs according to the implementation plan;
h. Establishing a comprehensive budgeting system including preparation of annual/ quarterly budgets for the project in collaboration with the Project Coordinator;
i. Participating in the preparation of the project’s annual work plan, from where the budgets will be derived;
j. Liaising with the central MOF staff and MOF staff based at the MOLSAMD, regarding all financial issues of the project;
k. Checking the accuracy of B27, M16 and other budgetary forms required to be submitted to the Ministry of Finance;
l. Ensuring timely expenditure reconciliation with the MOF;
m. Establishing all financial reporting procedures for the project conform with the Government and World Bank/ project regulations, and make timely submissions of financial progress reports and Quarterly Financial Monitoring Reports (FMRs) to the MOF and the World Bank.
n. Developing audit/ internal control procedures for the project accounts and liaise with the International Audit Specialist and the Control and Audit Office/ MOF for the auditing of the project;
o. Reporting on improper use of any stock and/or cash.
p. Any other tasks and responsibilities as required for the implementation of the project and requested by the NSDP Executive Director.

Qualifications:

a. Bachelor Degree in Economic, Business Administration or any relevant fields with 7 years relevant experience or Master Degree in Economic, Business Administration or any relevant fields with 5 years relevant experience.
b. Skill to draft and analyze policy documents;
c. Excellent interpersonal, analytical, diplomacy skills.
d. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and good reading, writing, listening and speaking skill in the other and (iii), the ability to interact and coordinate with NSDP staff, contractors, Government officials, consultants.
e. Presentation skills
f. Experience working with UN Agency or Non-Governmental Organization ( NGO)
