The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Duties & Responsibilities:

 Develop program specific management indicators and service quality checklists for each NACP area on priority basis, first harm reduction, then vulnerable group interventions, VCCT, blood bank safety and HIV testing, communication and advocacy, then STI care, ART, OI, infection prevention, TB/HIV, along with fund flow and human resources tracking.
 Work with national consultants, contracted agencies, and program officers to draft service quality checklists and identify key process monitoring indicators.
 Obtain feedback consensus with implementation partners on adoption of service quality checklists and key process monitoring indicators
 Draft data collection and data entry formats for routine monitoring system for each program area
 Facilitate feedback and consensus building sessions with implementation partners on adoption of data collection and data entry formats.
 Collaborate with the Surveillance Advisory Group in its terms of reference
 Coordinate a surveillance methodology training (w/ external technical support) during the final stages of contracting
 Hold a workshop to resolve key protocol issues and identify content areas for questionnaire development – during the final stages of contracting
 Integrate surveillance and activity data from targeted interventions for high risk groups and vulnerable populations conducted by non-health sector agencies.
 Organize and Implement Routine Monitoring System (these activities can take place for different program areas on a modular basis. Priority should be given to those areas where implementation units exist or are being rolled out first.
 Work with national consultants and program officers to incorporate indicators and service quality assessments in the guidelines for each program area.
 Design data collection and compilation formats.
 Coordinate the development of a routine monitoring database.
 Develop a manual for routine monitoring system formats and data entry tools.
 Orient national consultants and program officers on use of data collection formats, data entry, and data analysis system.
 Develop a final data flow for routine monitoring data reporting.
 Review routine monitoring indicators and provide regular feedback to NACP colleagues.
 Prepare standard reports of routine monitoring data.
 Draft an NACP M&E manual to provide instructions for designated reporting units in each program area.
 Ensure timely submission of routine monitoring data from reporting units.

Qualifications:

Qualifications

Afghan national with experience of working with M& E, surveillance , studies and research with CSOs or government deportments (2 year experience in the related field).

Graduated from medical school and master degree in public health and social since would be an advantage.

Good communication and interpersonal skills, and good computer operation.
