The Ministry of Rural Rehabilitation and Development (MRRD) was established to develop and implement programs promoting responsible social and financial growth in rural areas, primarily in the non-farm sector. It has employees in all 34 Provinces of Afghanistan, and delivers a wide range of programs funded both by the Ministry itself and the International Community. MRRD aims to reduce poverty amongst the approximately 80% of Afghans who live in rural areas by implementing a made-in-Afghanistan “Pro-Poor” growth strategy which calls upon the government and civil society to address the macro economic constraints, the small size of the formal private sector, and the realities of rural poverty in order to implement realistic poverty reduction and development strategies. These strategies are developed within the broader context of the interim Afghan National Development Strategy (i-ANDS), the roadmap the Government of the Islamic Republic of Afghanistan (GOA) is following as it works towards achieving the UN’s Millennium Development and Afghan Compact goals. Duties & Responsibilities:
The Technical Expert, under the direct supervision of the Technical Unit Head, is required to fulfill the following duties and responsibilities:
Develop technical specifications for various Rural Energy Products, including but not limited to, Solar Home Systems, Efficient Cook stoves, Solar Dryers, Solar Water Heaters, and Efficient Tandoors/Bukharis etc.
Assess the target beneficiaries, design specific system components and develop technical documentation for the systems.
Develop Quality Assurance Mechanisms for the various Rural Energy Products/Systems.
Regularly monitor project activities.
Assist in development of ToRs for the Implementation Partners for the deployment of Rural Energy Products’ projects.
Assist in the development of Contract Management controls for the deployment of projects.
Assist in development of monitoring mechanisms for efficient delivery of the project.
Assist in development of Survey Documentation for deployment of the project.
Assist in the procurement of qualified bidders for the implementation of the projects.
Assist in the development of mechanisms, documentation and rules of procedures for the effective management of projects.
Assist in the management of projects.
Identify and develop relevant standards for the deployment of Rural Energy Projects.
Assist in the development of relevant training exercises for appropriate stakeholders.
Assist in Preparation and Delivery of relevant training material in the field or Rural Energy.
Assist in Development and implementation innovative approaches towards the delivery of Rural Energy Projects.
Any other task assigned by the direct supervisor.

Required Qualifications, Experience & Skills according to (NTA):
Requirements: Bachelor of Science in Electrical Engineering or Energy or relevant field with at least 5 years relevant experience relevant experience.
Excellent literacy skills in local Dari and Pashto language as well as in English
Excellent Computer skills (Word, Excel, etc.).
Demonstrated strong writing skills
Proven management skills
Excellent communication skills: Demonstrating openness in sharing information and keeping people informed
Demonstrated interpretation skills including diplomacy, tact, and the ability to negotiate and influence; Facilitation, consulting, and/ or training skills highly desirable
Abilities to set priorities and manage time effectively
Ability to work both independently and as an effective team member

Reporting line: The Position will be reporting directly to the Technical Unit Head.
