The main objectives of this assignment are to:
Study and review existing ICT roadmap, strategies, plans and policies of the ministry, conduct need assessment and develop a comprehensive Strategic Plan for MCIT and an Implementation Plan for the execution ofthe Strategic Plan of the ministry;
Review of National ICT and other relevant policies of the ministry, conduct need assessment and compile/update a comprehensive National ICT Policy for Afghanistan;
Capacity Development of MCIT Plan and Policy Directorate in policy development, analysis and other desired functions.

Duties & Responsibilities:
The consultant will work for Plan and Policy Directorate. S/he will carry out the following duties and responsibilities, butnot limited to:
Strategic Plan Development:
Review of IT road map 2018 – 2022;
Review of existing policies of the ministry;
Conduct an in-depth assessment of the existing status of operations at the ministry level;
Conduct need assessment meetings/interviews to identify the existing policy level gaps and barriers;
Identify ministry level gaps in different functions and operations and provide recommendations;
Development of a realistic strategic plan based on the existing requirements of the ministry;
Prepare a comprehensive implementation plan for execution of thestrategic documents.
National ICT Policy Review:
Review of the existing National ICT Policy and its alignment to the vision of MCIT;
Review of the existing E-Gov Strategy;
Conduct consultation meetings with technical and senior management of the ministry;
Collect relevant documents and information for development of needed policy document;
Application of international practices& procedures and aligning them with the afghan context considering legal implications of the policy;
Development of National ICT Policy.
National ICT Policy Implementation and Execution Plan:
Prepare a comprehensive implementation plan for the execution of National ICT Policy.
Payment Structure and the Deliverables: Payments will be made as per the following schedules:-
1- 30 % of the Contract Value will be paid after submission of Report-1, to be submitted by the consultant within 2 months of Contract Effective Date (Physical Reporting Date in MCIT at Kabul). This Report-1 should cover the following:-
Development of Strategic Plan document for the ministry.
2- 20 % of the Contract Value will be paid after submission of Report-2, to be submitted within 3 months of Contract Effective Date. This Report-2 should cover the following:-
Development of Implementation Plan for the execution of Strategic Plan.
3- 30 % of the Contract Value will be paid after submission of Report-3, to be submitted within 4.5 months of Contract Effective Date. This Report-3 should cover the following:-
Development of updatedNational ICT Policy document.
4- 20 % of the Contract Value will be paid after submission of Report-4, to be submitted within 6 months of Contract Effective Date. This Report-4 should cover the following:-
Development of Implementation Plan for the execution of updated National ICT Policy.
Other deliverables: These include weekly and monthly briefings to the Teams Plan and Policy Directorate of MCIT.
All the reports as outlined above shall:
be written such that they stand alone, without the reader needing to refer to other documents;
shall include a dated cover letter with the distribution list and shall note key issues of interest in the report for management’s attention;
All the Reports (03 Copies-printed and signed volumes +Soft Copies in CDs) should be submitted: One Set to the Director of Planning Policy of MCIT; and two Sets to the Project Director of Digital CASA Afghanistan Project.
Job Location:Afghanistan, Kabul
The Consultant/Advisor is expected to have a Master’s Degree or higher in Computer Sciences, Economics, Public Policy/Administration, Telecom Engineering or any other related fields;
Prior experience with the World Bank, in ICT Sector would be an advantage;
The Individual Consultant should have at least 7 years of relevant experience at international level in the field of developing IT policies and procedures;
Thorough knowledge and experience in developing procurement plan and organizational structure;
The Consultant should have a world class experience in preparation of Strategies, Policies and Procedures relevant to the scope of assignments;
Proficiency in English Language (reading, writing, and speaking) is required;
Proven inter-personal skills and good team work spirit.
Milestones will be considered complete only upon the acceptance and formal approval of Plan and Policy Director of MCIT. All payments will be made to the Consultant, within 30 days from date of formal approval by the minister or deputy minister technical of the Invoice, Activity Sheet and brief Report with each Invoice, all to be submitted in English and/or Dari/Pashtu languages. Formats will be provided by the Digital CASA Project Directorate.
Facilities to be given by MCIT:
The following facilities and support will be provided to the Consultant by the client:
A suitable working space with Internet connectivity for the Consultant will be provided inside ATRA’s Main Building at Kabul;
Facilitation of entry visa, if required;
Relevant background documents;
Facilitation and arrangement for meetings with relevant stakeholders and partners;
