About National Security Council:

Office of National Security Council (ONSC) is a strategic coordinating entity of national defense and national security organizations of the country that operates in the following working sectors; • Leading and managing the secretariat of national security; • Strategically coordinating the national defensive and security sectors; • Arranging the affairs related to the office of Chief Commander of Security Forces; • Investigating the information and strategic threats for the purpose of national security interests (from one until five years); • Solidifying relations with media from national security perspective; • Supporting the peace and reconciliation process; • Consolidating and coordinating security of the President; • Monitoring proper implementation of policies, presidential decrees, and minutes of National Security Council.

Job Summary:

The job objective of the Senior Adviser to NSA is to provide consultation to the National Security Adviser in technical aspect and establish coordination of activities between relevant stakeholders.

Skills Description:

Duties & Responsibilities:

The individual would be responsible for the following activities:
1. Prepare monthly, quarterly and annually work plan according to the related department work plan in order to achieve planned objectives;
2. Maintain strategic communication of National Security Council and monitor all relevant communications and correspondences of the office.
3. Ensure social and political outreach of National Security Council (NSC.)
4. Establish and maintain close relationship with the members of parliament and house of elders and provincial councils to achieve state’s programs and schemes;
5. Develop policies related to national security and with focus on politics;
6. Asses and analyze political issues within the framework of national security policies;
7. Pave the political ground at central and provincial level for implementing government policies;
8. Develop strategies and special political programs to support the decisions of NSC;
9. Coordinate between State’s Ministry on Parliamentary Affairs, Independent Directorate for Local Governance and House Secretariat of the National Assembly of Islamic Republic of Afghanistan;
10. Establish and maintain close relationship with influential personalities, tribal elders, political parties and social organizations in order to achieve political plans;
11. Identify political threats towards national security and providing suggestions/ recommendations to counter threats;
12. Inter- ministerial coordination to achieve state’s policy schemes within the framework of the national security policy;
13. Identify and suggest budget requirements according to the related department plan for implementing administrative programs;
14. Prepare monthly, quarterly and annual reports, and when necessary, provide report to the competent authorities on the activities and achievements of the directorate;
15. Manages staff under their control to ensure that they are effectively motivated, developed, disciplined and trained in order that they can carry out their tasks to the required standard;
16. Conduct performance appraisal for all their staff according to the requirements of the civil service law and with coordination of the HR directorate;
17. When required act as mentor for up to two participants of the MMD/MIP programs by meeting at least twice per month for the purpose of advising, guiding, assisting with problems, encouraging positive behavior, mediating in any disputes, ensuring performance appraisal is done and helping with goal setting;
1. Conduct any of the duties as required by higher authorities in accordance with laws, regulations and objectives of the office.

The Senior Advisor to National Security Advisor would have the following qualification and experience:

Shall have a relevant bachelor degree from a reputed institution or master degree in relevant field is a plus;

Shall have 4 years relevant managerial work experience with governmental entities or international organizations;

Shall be fluent in communicating in Pashto, Dari, and English languages;

Shall be proficient in computer applications;

Shall be able to plan, organize, lead and monitor a large section;

Shall be competent and have aptitude in managing operations;

Shall have excellent inter-personal skills;

Shall have ability to deal with a variety of people and situations;

Shall have flexibility and ability to work under stress and within limited time frames.
