About Ministry of Public Health:
The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.
Under the overall supervision of Reproductive, Maternal, Newborn, Child and Adolescent Health (RMNCAH) Directorate, the MCH-HB Project National Project Manager will lead the MCH-HB scale up project activities in close collaboration with the RMNCAHD, PND, EPI, HPD, targeted Provincial Public Health Directorates, UNICEF, and JICA. This includes the management of the 38 MCH-HB staff listed above. She/he will directly report to RMNCAH Director and will be a full-time staff member of the department. She/he will ensure timely implementation of MCH-HB project activities according to project implementation plan.
Provinces to travel:
Proficiency in Microsoft Office software applications and data analysis software.
Excellent knowledge of the Afghanistan health system, BPHS/EPHS program, MCH project implementation, national RMNCAHD strategic priorities and MOPH national policies and strategy;
Duties & Responsibilities:
Small scale project finalisation
Provide technical support to the RMNCAH Directorate in conducting the result sharing workshops for the dissemination of the findings of early implementation phase.
Coordination and Management of Scale up
Review the TOR of MCH-HB Technical Working Group to ensure smooth implementation of MCH-HB project, ensure the TOR includes maximum participation of the main stakeholders especially Public Nuntrition , EPI, Health Promotion , and CBHC Departments of MoPH.
Provide technical support to the RMNCAH Directorate in developing the TOR for the MCH-HB Senior Management Committee.
Provide technical support to the RMNCAH Directorate to arrange quarterly, semi-annually, and annual MCH-HB review workshops
Lead the communications and reporting on the MCH-HB, this includes quarterly bulletins, and project reports.
Lead and manage the MCH-HB scale up implementation team (national and provincial team members as listed above) and ensure their timely deliverables under the leadership of RMNCAHD directorate.
Provide technical support to the RMNCAH Directorate in revision of MCH-HB (if required) in the next phases of scale up to adjust to the local needs and MoPH new policies.
Present MCH handbook project progress at the national and international forums as needed.
Draft new editions of Afghanistan’s Technical Brief on MCH-HB using the existing evaluation report of the project.
Development of Training Materials
Provide technical support to the RMNCAH Directorate for review, revision and development of training materials for health care providers (nurses, midwives, vaccinators, and nutrition counsellors) and MCH HB operational guideline in close coordination with the MCH-HB technical working group.
Provide technical support to the RMNCAH Directorate for review, revision and development of orientation materials for CHWs/CHSs in close coordination with the CBHC department of MoPH.
Provide technical support to the RMNCAH Directorate for review, revision and development of orientation materials for Provincial Public Health Officers, and BPHS/EPHS managers in coordination with the relevant departments.
Conduct a detailed training needs assessment for each targeted province including CHWs, CHSs, HCP, Provincial Health Managers and hospital staff. This needs to be disaggregated into the two main local languages.
Develop a detailed MCH-HB ‘training’ Standard Operational Procedure (SOP).
Use the SOP to train Provincial Coordinators in their training and supportive supervision role.
Ensure timely implementation of trainings and orientation sessions for health care provider, CHW/CHS and provincial health managers.
Implementation of training needs assessments and development of training plan for health care providers, CHWs/CHSs and Provincial Health Managers in close coordination with RMCAHD, PND, EPI, and HPD of MoPH to enable them to receive training and orientation in the MCH-HB.
Supplies and distribution
Liaise with RMNCAHD, PND, EPI, HMIS, and HPD of MoPH for finalization of MCH-HB package for printing. This includes the MCH-HB, stock cards, tally sheets, registers and monitoring forms.
Develop a detailed ‘supplies’ MCH-HB SOP including endorsement of MCH-HB Technical Working Group (TWG) and GCMU. This will include distribution, reporting on the distribution and use of the MCH-HB. This will include but not be limited to development of the MCH-HB stock card, register, tally sheets.
Use the SOP to train provincial coordinators in their supplies and distribution role.
Ensure timely procurement of project supplies including sending timely RMNCAHD requests to UNICEF.
Monitoring and data reporting
Develop a detailed ‘monitoring and reporting’ SOP for each province.
Use the SOP to train provincial coordinators in their monitoring and data reporting role.
Conduct regular oversight and field visits to ensure quality implementation of the work of the provincial coordinators and MCH-HB staff.
Advocate with HMIS department of MoPH for inclusion of MCH-HB indicators to HMIS system.
Develop a paper based monitoring system that will capture information on distribution, capacity building, monitoring, and supervision of MCH-HB including the submission of monthly reporting sheets by the MCH-HB provincial coordinators.
Use the paper based system to develop a MCH-HB national dashboard that will capture information on distribution, capacity building, services, monitoring, and supervision of MCH-HB.
Seek technical support of partners to develop online monitoring application used by the PRHOs, Provincial Health Managers and RMNCAH team by using SMART phones.
Develop a detailed ‘financial monitoring’ SOP.
Use the SOP to train the finance officer in all procedures.
Ensure timely procurement of project supplies and process of funds including sending timely RMNCAHD requests to UNICEF.
Supervise the financial officer in preparing monthly financial expenditure reports for UNICEF.
Ensure timely liquidation of process payments.
Apply MoPH approved rule and regulations in fund utilization, this includes training payments and other project expenses.
Ensure proper financial recording and reporting system in placed and keep the inventory of all expenditure for spot checks and audit investigations.
Provide programmatic visits as per donor requirements to ensure activities happened as per plan, this also include sending programmatic visits reports to donor as per plan.
Job Location:Afghanistan, Kabul
1. Medical Doctor, Master Degree in Public Health will be an advantage;
2. At least five years professional experience, in the area of project management, capacity building, monitoring and evaluation of public health programs, as well as proven experience in leading national wide health projects;
3. Fluency in speaking Dari, Pashto and English languages as well as professional business writing skills; and
4. Proficiency in Microsoft Office software applications and data analysis software.
