The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

The incumbent will work under the direction of the Deputy Minister for Policy and Planning of the MoPH. The Sr. Advisor will provide technical support to the MoPH team and the development partners on health planning and ensure MOPH priorities reflected in the health planning at all levels.

This position will report technically on day to day activities to H.E. the Deputy Minister for Policy and Planning. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Duties & Responsibilities:

Objective:
To provide technical assistance to the MoPH on formulating of evidence based health policies and regulations to the MoPH.

To help the Deputy Minister for Policy and Planning in technical matters related to policy and evaluation of health services coordination.

To assist the Deputy Minster in review of the strategic documents e.g. MoUs, contracts, proposals and concept note.

To contribute in the process of development of deffiernect level of planning

To contribute in the process of MoPH budgeting

To help the Deputy Minister establish linkage between curative and preventive health services program.

To attend meeting on behalf of the Deputy Minister when instructed by MoPH leadership, the Minister or the Deputy Ministers.

To assist the Deputy Minister for Policy and Planning in organization of the health planning exercises; country and sub-country levels, and compile the MoPH annual plan.

To coordinate different activities of the Deputy Minister Office with various related MoPH departments.

Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables.

Any other tasks and duties assigned to him/her by the Deputy Minister for Policy and Planning.

Qualifications:


Have medical university degree university (conformed by MoHE of Afghanistan), preferably with Master of Public Health in Health Policy and Management, International Health or similar fields

At least 5 years working post graduate experiences in the health sector mainly in public health at the government, or UN agencies or Non-governmental organizations or donor agencies

Excellent written and verbal communication skills in English language and fluent in a local language;

Demonstrate computer skills (Ms. Office Package).
