The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Duties & Responsibilities:

Writing the memos and other official and Operational letters of National AIDS Control Program

Handling of PT cash.

Preparing of monthly activity report.

Inspection the daily attendance sheet.

Maintained and updating of staff filing system.

Overseeing from salary, and payment of staff in MoF

Ensure to send monthly attendance report to finance department of GFCU

Finance Tasks assigned

To make and update the daily bookkeeping in accordance with guidelines of the MoF .

Prepare monthly financial reports.

Preparing cash flow statements.

Preparing the cash position up to date.

Preparing the bank reconciliation statements.

Maintaining the centralized books of accounts.

Prepare the M16’s and Allotments.

Follow up M16’s and allotment with budget and SDU Department in MoF.

Obtaining and updating information on Afghan tax income regulation

Being responsible for the daily check of cash balance

Requesting cash from GFCU Finance office on time by considering the required balance.
Administration Tasks:

Conducting a proper inventory list of NACP assets and keeping it up to date using the special Format of MoPH.

Supervising logbooks of vehicles.

Conduct monthly fuel consumption sheet for each vehicle.

File keeping and updating (vehicles, rent and lease etc.)

To receive narrative and financial report from GFCU.

To check if all required documents are available within the office system

To follow up with GFCU Finance office if next payments of LSA/FA are processed or not and confirm to the partner organization timely.

To share all updates with finance/Operation Manager on time and ask for support when required.
Any other tasks assigned by Program Manager or line Manger

Qualifications:


At least four years’ experience in related field.2 years in Administration and 2 years in Procurement/government experience will be given priority.

Must have 12 class certificate and Bachelor in Business Administration.

University degree/FIA/CAT certificate will be plus point if have.

Effective written and verbal communication.

Ability to effect change.
