Job Summary:

The incumbent will support HSD unit in undertaking research, assist MoPH and Medical Council in building
the capacity of health workers aimed at increasing the efficiency, effectiveness and quality of the
workforce and participate in joint field visits with related departments of MoPH to monitor program

Duties & Responsibilities:

Under the Programme Manager, HSS and overall guidance of WHO Representative the incumbent will
provide technical support to MoPH (Health System Strengthening Department), Evaluation and Health
Information Directorate, and Medical Council. The incumbent will primarily focused on operational research
and human resource development.

*Summary of Assigned Duties
(Describe what the incumbent has to do to achieve main objectives; include main achievements expected)

1. Guide MoPH in planning and building capacity of Human Resources for Health aimed at increasing efficiency, effectiveness and quality of health workforce (including addressing gender inequalities)
2. Assist the Afghanistan Medical Council for institutionalizing medical accreditation and certification system
3. Support MoPH in the implementation of Basic Package of Health Services (BPHS) and Essential Package of Hospital Services (EPHS), quality assurance and patient safety initiatives
4. Act as WHO focal point for general directorate of curative medicines and support the implementation of hospital sector strategy
5. Assist WHO team in the implementation of GAVI and GFATM HSS support
6. Contribute to the planning and technical support activities of the WHO’s HSD unit, and be involved in the preparation of work plans as part of the biennial planning and monitor their implementation
7. Promote community based initiatives in support of UHC
8. Represent WHO in various technical committees related to health system
9. Perform any other relevant duties assigned by HSD program manager/WR

Education Qualifications
*Essential: An advanced university degree in medicines or bachelor degree in public health and
Master of Public Health from an accredited/recognized institute
*Essential: At least 3 years of experience of working in health sector (government, NGOs, UN)
Working experience with WHO/ and other UN agencies working for health
