The U.S. Mission in Kabul is seeking eligible and qualified applicants for position of Procurement and Contracting Supervisor with the GSO Section.
Provinces to travel:
Must possess finely hones interpersonal skills, above average computer skills to use ILMS database, ability to analyze and interpret requirements, and determine the proper course of action and sources to be used. Must have a valid driver’s license.
Duties & Responsibilities:
The incumbent supervises one contracting and procurement assistant, eleven procurement agents, one purchasing agent and one procurement clerk. Directs the operations of the GSO Procurement Section which procures variety of commodities and services in support of Mission Kabul, Afghanistan. Performs and supervises micro-purchases, simplified acquisitions and complex contract development. Provides oversight to the Purchase Card Program. Manages commodities research, solicitation, bid, contract management, and contract closeout processes. Follows the FAR and DOASR procurement guidelines.

EXPERIENCE: Five years of purchasing and contracting for the U.S. Government or NGO. One year supervisor experience.
JOB KNOWLEDGE: Possesses an excellent knowledge of Federal Acquisitions Regulation (FAR), Department of State Acquisition Regulations (DOSAR), Office of Procurement Executive (OPE) policies. Familiarity with host country and international sources of supply and procurement procedures. Knowledge of available procurement methods and techniques.
Education Requirements: Completion of at least two years of university/college studies.
LANGUAGE: Level 3 English (good working level), reading and writing. Level 4 Dari and Pasto (fluent) reading and writing
