Skills Description:

Ability to identify, develop, and maintain contacts at all levels-including contacts which did not previously exist-is essential. Must develop and maintain contacts at the highest levels of government, including ministerial level, as well as leaders in the private sector and non-governmental organizations. The incumbent is expected to use his/her extensive network of influential contacts to further Public Diplomacy goals. Must be able to communicate effectively with a wide variety of American and Afghan program partners, verbally and in writing, and must be comfortable with public speaking, briefing, and simultaneous interpretation. Must have strong interpersonal skills. Must have strong managerial skills. Must be able to keep track of long-term projects while simultaneously responding to short-fuse tasking’s. Ability to produce diplomatic and official correspondence in both Dari and English is essential. Must have excellent translation skills, including simultaneous interpretation.

Duties & Responsibilities:

The incumbent reports to the Assistant Cultural Affairs Officer (ACAO), and indirectly to the Cultural Affairs Officer (CAO) and the Public Affairs Officer (PAO). The incumbent serves as: a) the unit 's primary contact with the Ministry of Foreign Affairs, Ministry of Agriculture, Ministry of Public Health, Ministry of Interior, and interacts frequently with other high-level officials and Ministries involved in exchange programs; b) the senior Locally Engaged Staff (LES) manager for post 's professional exchange programs, both training and delegating tasks to
lower-level LE staff as needed; and c) the authority for other Mission colleagues on obtaining permission to travel
For Afghan contacts from the Afghan government. In carrying out these responsibilities, incumbent uses considerable independent judgement.

Qualifications:

Education Requirements:
Two years of college/university studies in general coursework is required.

EXPERIENCE: Four years of progressively responsible professional experience in educational and cultural programs, program management, or public relations with six months of supervisory experience is required.

LANGUAGE: Level 4 English (spoken and written), Level 4 Dari (written and spoken), and Level 3 Pashto (written and spoken) are required. .

This may be tested.

JOB KNOWLEDGE:
Thorough knowledge of Afghan society, including political, media, economic, social, educational, religious, and cultural structures and institutions is essential. Specific knowledge of key players and institutions in Afghanistan, particularly those relating to government, education and cultural affairs is required.
