Job Summary:

The Procurement Specialist will use their knowledge and experience of procurement to ensure the procurement happens within the required guidelines and rules, and that the contracts facilitate performance management and performance delivery.
The Procurement Specialist will work under the overall responsibility of the Senior Procurement Specialist. The duration of the assignment will be 9 months and will involve the following activities:

Duties & Responsibilities:

Assisting in Ensuring that all the procurement activities of the project conform to, and are compliant with, the Government of the Islamic Republic of Afghanistan laws and World Bank Procurement Guidelines;

Assisting in Providing planning and management oversight for all procurement activities for PLACED including the continuation of the development of national staff capacity;

Assisting in Preparing bidding documents for the procurement of works, goods and services in accordance with activities defined in the Procurement Plan for the program;

Assisting in Preparing bid/proposal evaluation reports and award recommendations for approval by the Procurement Committee;

Assisting in Preparing Contracts for approval by the Procurement Committee and the Competent Authority;

Assisting in Preparing Requests for No-objection from the World Bank for stages of procurement activities as required by World Bank Guidelines;

Assisting in Providing critical procurement advice to the Procurement Committee on commercial aspects of Terms of Reference (TOR) and Request for Proposals (RFPs), evaluation of Expressions of Interest (EOIs) and Technical and Financial Proposals for selection of consultants and services;

Assisting in Initiating, coordinating, and preparing updated Procurement Plans (PPs) and Procurement Activity Schedules (PAS) in consultation with the PLACED Procurement Committee and PLACED Senior Management according to the latest needs, developments and progress of the project;

Assisting in Initiating, coordinating, and preparing updates to the PLACED Procurement Manual as directed by the Procurement Committee for submission to the World Bank for approval;

Assisting in Establishing a comprehensive monitoring system to track progress including a procurement reporting capability;

Assisting in Establishing and making operational the complaints mechanism as described in the PLACED Procurement Manual;

Assisting in Coordinating and responding to procurement queries, disputes, and complaints, including provision of guidance to the Project Team on contract management particularly in the case of under-performance;

Assisting in Preparing procurement reports for Financial Monitoring Reports (FMRs) for the World Bank and other procurement reports required by the Senior Management;

a. Having a Bachelor Degree’s with 5 years working experience in the related field;
b. Sound knowledge and understanding of World Bank procurement guidelines and procedures;
c. Sound knowledge and understanding of the Government’s administrative systems as well as the Government’s clearance and approval procedures applicable to procurement;
d. Sound judgment and interpretative skill for dealing with procurement-related issues and documents including, specifically, (i) bidding documents (ii) bid evaluation documentation and procedures and (iii), contract documents;
e. Sound knowledge and understanding of procurement law and procurement rules and procedures and procurement clearance of the World Bank & public procurement in Afghanistan;
f. Effective communication, IT and interpersonal skills including (i) a full working knowledge of English (ii) fluency in one national language and (iii), the ability to interact and coordinate with PLACED Project Staff, contractors, Government officials, consultants and the World Bank staff.
