Duties & Responsibilities:

Objective 1: Establish, train and lead MEAL setup for programs
Develop a MEAL plan and review on going MAEL system to reflect functional set up of MEAL in Helmand base.
Provide technical input in the development of program monitoring and reporting plans
Recruit, train and manage the MAEL team to carry out regular M&E functions, ensuring that all HR procedures and policies are respected
Improve capacity of project field staff in quantitative and qualitative data collection through training and informal coaching and feedback.
Provide support to the review and development of MEAL systems and tools, in collaboration with your line management and field manager and HoDs.
Contribute to the appraisals of M&E staff as required by ACF guidelines and ensure proper adequate training is carried out in view of career development plans
Objective 2: Ensure proper and timely implementation of MEAL activities
Support the inclusion of MAEL activities in new project proposals and their implementation at State level, in collaboration with the senior management State team
Support the establishment and monitoring of accountability and complaint response mechanism in line with HAP across the PCM
Guide Data entry Assistant in entry the data participate in shift from paper to online based software for ensuring effective data management for the project
Objective 3: Support program monitoring and reporting
Provide trainings to program teams on program activity monitoring and reporting
Prepare and maintain data base for each project specific to the data needs, analyses and share to the program managers
Assist programs in defining sampling and assessment methodologies
Assist programs teams in follow up the project indicators
Assist program teams on technical interviews for data analysts and other M&E data collectors during an emergency assessments/baseline surveys/beneficiary registration/Post Distribution Monitoring.
Cross verification of the beneficiaries selection done by field team;
Conduct regular field visit of activities and feed information to the program managers for improvement of activity implementation.
Objective 4: Document good practice from planning, implementation, monitoring and evaluation of activities
Document lessons learned and best practices, produce case studies and stories through collation and analysis of M&E data and other means
Organize learning, knowledge sharing and capitalization workshops and ensure knowledge is used in future program design
Undertake internal project evaluations, under the guidance and support of the field manager and M&E manager and other HoDs
In consultation with field manager and M&E manager support the quality, timeliness and dissemination of M&E outputs internally

Job Location:

Qualifications:

At least 3 years of experience in the design and implementation of MEAL in emergency projects implemented by humanitarian national/international NGOs
Experience in designing tools and strategies for data collection, analysis and production of reports;
Proven ICT skills, especially in the using of MIS software by using online database software;
Expertise in analyzing data using statistical software; sphinx, ODK, Kobo
Strong training & facilitation skills.
Ability to work on multiple tasks simultaneously
