Support to National Priority Program2 (SNaPP2) is a development project of MAIL funded IFAD with the goal to improve food security and economic status of poor rural households in three provinces; Balkh, Herat and Nangarhar. The project will reach at least 57,000 households consisting of 427,500 people in these provinces. The project has two specific objectives: (i) institutional development and capacity building of community organizations, public extension services and relevant private sector entities in the provinces; and (ii) sustained increased incomes of small farmers and herders fostered by improvements in productivity and output, infrastructure and market linkages. These objectives will be addressed through supporting institutions and services, fostering increased productivity and production, and where feasible, upgrading profitable agriculture/livestock value chains. General Directorate of extension is the main stakeholders of the program and will lead the implementation of tow sub components 1. Extension services and 2. Small-holder Institutional development and Capacity Building. G.D of extension will establish program management unit under overall supervision of G.D general director who will be responsible for the implementation of the relate activities in three provinces. Extension sub components will strengthen the extension directorate by: (i) establishing a women’s extension department in Kabul and a cadre of 12 female extension workers specializing in agriculture and livestock, in line with the Taksheel, across the six pilot districts; (ii) strengthening the male extension worker cadre at district level in agriculture and livestock; (iii) targeting young graduates from local agricultural faculties to be recruited as extension assistants, under the Taksheel, funded by the project in years 1-3 and by MAIL thereafter; and, (iv) adapting the curriculum, in collaboration with relevant MAIL directorates, using updated techniques. Small-holder Institutional development and Capacity Building will strengthen the female CDCs through an orientation and training program guaranteeing female CDCs’ direct control over financial resources, over some elements of project implementation and over female beneficiary selection.
Under overall supervision of M&E unit head and direct supervision of Sr. M&E Specialist, Sr. M&E Officer will be placed in Kabul province and support Sr. M&E Specialist at PSU in M&E related field activities particularly, monitoring project's components activities, monthly reporting, assisting HQ staff in the execution of various studies’i.e. baseline survey, outcome survey, impact evaluation. Also, he/ she will assist in designing and maintaining program databases; monitoring data quality, tracking the progress of activities, and contributing to staff capacity building initiatives as necessary.
Requires travel to provinces:
Good level of proficiency in Windows and quantitative analysis
Ability to design M&E and surveys tools and excellent data analysis and interpretation skill.
Demonstrated ability to train and build capacity of others
Strong interpersonal skills
Excellent communication, team working and problem-solving skills;
Good computer skills, including proven experience using Microsoft Office package.
Knowledge of management information systems;
Proven experience in report writing;
Fluency in written and spoken Pashto, Dari and English;
Duties & Responsibilities:
Support all M&E initiatives for assigned projects including:
o Assist in developing the overall framework for project M&E in accordance to the project design documents.
o Assist in the revision of project log-frame and assist in developing M&E Plan, indicator and result tracking sheet.
o Develop data collection tools for project's all components and assess information needs, provide technical guidance and work with M&E unit head to determine key issues and requirements of the M&E system
o At the respective province collect data for all three level indicators to track implementation progress, identify the requirement for collecting baseline data and assist in the conduction of baseline and other studies, as required.
o Oversee and contribute M&E activities included in the Annual Work Plan development, with particular focus on results and impacts as well as in lesson learning.
o Based on the annual work plan, design implementation plan for the physical and process measurement, post implementation monitoring of project activities.
o Record and share lessons learned, best practices and innovation with HQ staff.
o Conduct regular monitoring visit to the field and prepare report on the mission findings and provide recommendations for corrective actions/ decision making
o Work closely with provincial coordinator and seek his approval for the implementation of M&E related activities at province level.
o Assist in the commission annual outcome survey, data entry, prepare reports and present survey finding to the respective stakeholders at province level.
o Work closely with KM and Gender representative and provide data/ information on need desired.
o Train YPC in the basic of M&E, data collection and report writing
o Assist/ Prepare monthly, quarter, six months and annual reports.
o Assist in the provision of data for the preparation of project completion report after project closure.
o Any other task assigned by the supervisor
Job Location:Afghanistan, Kabul
Bachelors degree in Agriculture, Veterinary or any other related field. Master degree will be given preference.
Understanding of social sciences and statistic will be an asset
Ability to work under pressure;
At least 5 years of experience in monitoring and evaluation with the government or International NGOs.
