NDI seeks a Senior Program Manager - Election to be part of the Institute’s in-country team conducting programs to support civic engagement in Afghanistan’s 2018 and 2019 elections. This work involves supporting the institutional development of domestic election observer groups, the coordination and networking among such groups, and their collaboration with government institutions and electoral bodies.
The primary responsibilities of the position will be to support the Program Director and Country Director (CD) by coordinating project activities, including the efforts of the program’s regional offices. He/she will manage project operations and administration. In addition, he/she will be responsible for ensuring compliance with USAID regulations and will manage the program in the absence of Program Director and Country Director. Fluency in English, Pashto and Dari is required. Senior Program Manager – Election is expected to have significant technical expertise in one or more of the following areas: elections and citizen participation; inclusion; women’s political participation; youth empowerment and political engagement; monitoring and evaluation; violence mitigation in grassroots communities.
A multi-year commitment is expected for this position. Senior Program Manager – Election will report to the Program Director and Country Director.
Requires travel to provinces:
A minimum of seven (7) years of experience with (5) years working on democracy and governance programs, preferably in Afghanistan and/or related to elections and political processes;
Demonstrated technical expertise in one or more of the following areas: elections and citizen participation; inclusion; women’s political participation; youth empowerment and political engagement; monitoring and evaluation; violence mitigation in grassroots communities.
Demonstrated technical expertise working on large USAID-funded international democracy and governance development programs, including programs with sizable subgrant components;
Demonstrated ability to work effectively with youth, civil society, and government leaders, as well as members of the donor and diplomatic community;
Exceptional interpersonal and managerial skills and cultural sensitivity to effectively interact with all levels of staff.
Experience in results-oriented program design, strategic planning, and program evaluation;
Proven capacity to communicate skills and experience to others as a trainer and advisor;
Superior oral and written communications skills to effectively present information in a clear and persuasive manner;
Extensive project management and coordination skills;
Exceptional analytical skills for interpreting complex program and political issues;
Knowledge of Google applications, PC-based word processing, database and spreadsheet applications, and e-mail technology;
Fluency in written and spoken English, Pashto and Dari;
Duties & Responsibilities:
Assist the Program Director (PD) in ensuring timely execution of project activities within the allocated budget, and strategic development and implementation;
Oversee specific project activities as directed by the PD and provide technical input for programming;
Supervise in-country program staff providing feedback on performance;
Oversee program management, administration, finances, budgeting, and reporting;
Write weekly and quarterly program reports and prepare papers, reports, briefings on the performance of Domestic Election Observer Groups, political development and advocacy related topics as well as NDI’s programmatic work;
Assist in oversee any necessary procurement in accordance with internal policies and USAID rules and regulations;
Ensure that donor-specified reporting requirements are met;
Develop and maintain relationships with key stakeholders, subgrant partners, donors, and other partners;
Oversee monitoring and evaluation of program activities and deliverables;
Other duties as assigned.

Bachelor’s Degree preferably in International Relations, political science or related subject, Master’s Degree preferred;
