The Ministry of Public Health (MoPH) is tasked with a critical mandate; to deliver and promote sustainable and accessible health care services to the people of Afghanistan. Social and economic advancement can only be realized in a thriving and healthy society. The success of the MoPH is heavily driven in its ability to plan and use allocated resources effectively. Effective financial management is therefore critical for sustainable development and is the primary tool that translates the MoPH development strategies into noticeable outcomes or service delivery. Good governance and democratic accountability relies on transparent management of the MoPH budget. Therefore, ineffective financial management undermines the effectiveness and efficiency of development interventions and hinders the country’s progress towards improved and sustainable health care. MoPH finance directorate is going through a reform process and after reviewing the structure of finance directorates of other line ministries such as MRRD, MoE and MAIL, has proposed a new and standard structure that is approved by MoPH leadership, for this purpose MoPH needs a qualified staff as head of coordination and reporting unite, to take the responsibility of overall coordination and financial reporting of MoPH.

Job Summary:

The incumbent will work under the supervision and direction of director of finance department of the MoPH. The Sr. Advisor will provide technical support to the MoPH finance directorate and the Sr. advisor to the Deputy Minister of Finance and Admin on FM related issues.
This position will report technically on day to day activities to MoPH Finance Director. However, contractually, the consultant is accountable to Sehatmandi Coordination Office and will report project related activities/deliverables to Sehatmandi coordination Office on regular basis.

Duties & Responsibilities:


Prepare and develop financial management plan for MoPH based on the availability of the Budget from the Government and other contributors.

Support to prepare proper and required budget for MoPH with relevant division head.

Provide professional advice on financial and budgeting plans to Finance & Accounting Director.

Maintain well-managed records of the documents processed to be used by other relevant staff when and where required.

Contribute support to the development and maintenance of proper filing system in all budgets and finance Units of the Department.

Maintain close relationship with the employees, officials and related departments of MoPH to transfer knowledge.

Collect and consolidate weekly, monthly and quarterly reports, from the sub units of Finance Directorate, development projects, central hospitals and provincial Directorate of MoPH; and ensuring statistics are correct and on time.

Maintain prescribed reporting systems to ensure the objectives, indicators and outcomes of the MoPH Finance directorate is met.

Maintain flexibility to take on added responsibility as and when needed.

Regular monitoring from the activities of all sub unite of Finance Directorate at the central level including all development projects and at the provincial level to ensure all the financial activities are done on time and efficiently,

On time response to all technical help and supported needed from all the Finance Subunits and the central level and provincial level,

To ensure that all the allotments (B27s) and payments (M16s) and other financial documents of overall MoPH are prepared based on MoF and the donors rules and regulations and executed on time with sufficient accountability and transparency

To ensure that all the MoF procedures and budget circulars are taken into account while preparing and submitting the annual budget, allotments and payments to MOF

Closely monitor and supervise his/her subordinates in the department to perform their duties with commitment and transparency.

Actively take part in the MoPH Internal Budget committee or any other meetings and decisions.

Coordinate responding to the auditors queries on the MoPH finance and projects’ allotment and payment related issues.

He/She is responsible to process and sign all relevant documents prior to get signature of Finance & Accounting Director.

Prepare financial management & budget reports for MoPH and train the relevant staff in Provide professional advice on financial management reforms and coordination with the Ministry of Finance on PFM principles;

Provide training to budget and finance departments’ staffs on budget preparation process and financial management and transactions on a monthly basis,

Submit a one-page monthly report to Sehatmandi Coordination office about project related work and deliverables.

Perform any other tasks as assigned by the director of finance.

Qualifications:


At least Bachelor degree either in field of Economics, Accounting & Finance. Master degree is preferred.

At least five (5) years of work experience in Finance/similar positions with Bachelor degree and Master’s degree with 3 years of work experience..

Excellent written and verbal communication skills in English language and fluent in a local language;

Having computer skills of MS programs.

Ability to travel to the provinces.
Deliverables:

Financial and budgeting plan prepared and developed

Good Coordination with different department of MoPH & also with Health sector, SDU of MoF maintained

Records of the documents for internal and external usage by other relevant staff well maintained

Monthly activities report submitted to Sehatmandi Coordination office on a regular basis
