The Ministry of Agriculture, Irrigation and Livestock is implementing “On Farm Water Management (OFWM)” Project, financed by the Afghanistan Reconstruction Trust Fund (ARTF), in five (5) regions, namely: Kabul, Nangarhar (Jalalabad), Balkh (Mazar-i-Sharif), Baghlan and Heart. The overall development objective (PDO) of the OFWM-Project is to improve agricultural productivity in the Project Areas by enhancing the efficiency of water used. A Kabul-based Project Management Unit (PMU) headed by the Project Manager, with the assistance of Core Team of Specialists, is responsible for execution of the project. Five Area Teams: one each in Kabul, Nangarhar (Jalalabad), Mazar-i-Sharif (Balkh), Bamyan and Heart, have been established for implementation of field activities. The project started its implementation from March, 2011 for a period of 3 years and is being monitored by Worlds Bank. The project closing date has recently been extended up to April 2016. The project has received additional fund from the World Bank (the Bank) and the period of the OFWMP has been extended to December 2019.
The OFWMP technical Coordinator will be working under the direct supervision of the project Manager and in close coordination with Irrigation Director. He/she will be responsible to coordinate the OFWMP with other irrigation projects in MAIL as well as in MEW and MRRD. He/ She should create linkages and synergies with different components of the OFWMP and other projects of similar nature within and outside the MAIL Ministry

Duties & Responsibilities:
His/her specific responsibilities will include but NOT limited to:
Responsible for project coordination with all irrigation projects in MAIL i-e CLAP, CDIS, NVDA and upcoming projects.
Ensuring close coordination with MEW and MRRD specially with IRDP and NSP
Ensure close coordination with irrigation projects donors i-e world bank, USAID, JICA, IFAD and ADB etc
Oversee the quality of technical works done by development partners (On budget and off budget)
Responsible to promote technical standards among all irrigation projects
Make sure all the irrigation directorate activities and decisions are coordinated on time with all stake holders
Endeavour to maximize the use of PIU staff, national/international consultants/ expertise, and contractors in project implementation, wherever is possible
Assist the OFWM Project Manager in day to day operations of the Project Management Unit, and actively communicate with the 5 Areas Office
Assist the project manager with regular project updates specially technical aspects
Ensuring timely preparation and submission of Annual Work Plan & Budgets
Assist the project team in trouble shooting with finance, procurement, HR and technical department
Provide updates to project manager on project technical aspects on regular bases
Assist the Project Manager to provide oversight on the preparation of budgetary requirements of the project.
Undertaking regular monitoring and supervision visits to the project areas and facilitate cross learning and sharing of experiences between project components and functionaries; ensure best practices are documented and disseminated within and beyond the project
Participating in the OFWMP coordination meetings as well as in the provincial coordination committees (PCCs) meetings, and when required, he/she would be asked to participate in sectorial meetings of DAILs of the respective provinces.
Endeavour to maximize the use of PIU staff, national/international consultants/ and contractors in project implementation, wherever is possible.
He/she in collaboration of the technical members of the project will ensure that all irrigation schemes are completed as per the agreed site plans, profiles, designs and cost
He/she should have better good knowledge and experience of water management and irrigation
Support the implementation of the project, and to make sure the beneficiary communities are consulted on each phase and are willing to support and contribute towards the implementation of the projects
Participate in the bidding and evaluation processes when required
Perform any other task assigned by the Irrigation Director
Job Location:Afghanistan, Kabul
The candidate must have a Master degree with 5 years technical experience or Bachelor degree with 7 years technical experience.
Must have strong communications skills
Results oriented and highly motivated
Should demonstrate capacity of strong team building , management skills, technical expertise, administrative and coordination abilities
Ability to formulate strategies and policies, and create new approaches.
Demonstrated knowledge of effective project management techniques
Ability to use personal computers and related software.
Ability to express ideas concisely and clearly preferably in both English and Pashtu/Dari.
Writing skills and demonstrated ability to develop written reports and action plans in both in English and Dari.
Considerable interpersonal skills, including the ability to establish and maintain effective working relationships with others in an international multi-cultural working environment.
Solid analytical and creative problem solving skills.
