About Afghanistan Oil and Gas Regulatory Authority :
The Independent Administration Reform and Civil Service Commission (IARCSC) was established in 1382 to manage and lead the government’s efforts to reform and improve public administration in Afghanistan so as to meet the development needs of the country. Capacity Building for Results Facility “CBR” is an Afghan led reform and capacity building program, funded through Afghanistan Reconstruction Trust Fund (ARTF) under the Afghan National Budget. CBR program is managed by the Ministry of Finance and IARCSC and is supervised by a Steering Committee which is composed from the Minister of Finance and the Chairman of IARCSC. The CBR aims to assist the government in improving the capacity and performance of select line ministries in carrying out their mandates and delivering services to the Afghan people. To help reduce the reliance on externally financed staff, CBR supports the creation of a specialized and highly qualified cadre of civil servants, with the capacity to manage critical government reforms, and ensure that critical services are sustained. Specific capacity and institution building programs will be implemented with systematic monitoring of and reporting on results. All line ministries can participate in CBR, while the level of support is based on results.
3. Position summary
a. As a Board Member (ICT) you are:
i. To deliver significant impact by leveraging your industry experience and ICT expertise to provide advice and guidance to AOGRA’s top management.
ii. You are primarily responsible for providing guidance - in the way that is considered in good faith - to AOGRA’s top management on ICT integration in the oil and gas sector.
iii. You will advise AOGRA and be an important source of specialized insight on technology implementation.
iv. Additionally, you shall bring deep functional knowledge, expertise and proprietary tools to AOGRA’s operations and initiatives relating to ICT. You will be a part of development of strategic vision for AOGRA and building relationships.
v. In board meetings, you will work closely with other board member but also autonomously with little direction. Your superior analytical and conceptual thinking skills and strong interpersonal and communication skills will ensure successful stewardship of AOGRA, its operations and performance.
b. Industry/ ICT Specific Role:
i. Providing guidance and proposing best-practices on the ICT integration in the operations and strategy of the AOGRA;
ii. Ensuring ICT integration is kept into consideration in the overall AOGRA structure to develop an automated environment;
iii. Strategic alignment and contribution - assure ICT is utilized as a tool and an enabler - during all strategic planning processes to advance the overall strategic goal of the AOGRA;
iv. Review, on behalf of the board, technology implementation proposals to ensure enhanced business, operation and value generation;
v. Oversee creation and implementation of contracts, procedures and mechanisms to improve information security and risk management;
vi. Oversee, on behalf of the board, development of ICT human resources and oversee performance to ensure the resources being recruited can achieve the organizational goals.

Duties & Responsibilities:
a. Strategic Direction, and Capital and Financial Plans:
i. In collaboration with the High Board and the Chief Executive Officer, periodically engage in a longer-term (5-10 years+) strategic planning process that culminates in establishing or confirming AOGRA’s long term strategic direction and goals
ii. Review AOGRA's progress towards the achievement of the goals established in the strategic, operating and capital plans and, if necessary, revise and alter such plans in light of changing circumstances
iii. Approve acquisitions and dispositions in excess of expenditure limits established by the Board
iv. Monitor and assess the process of awarding contracts and licenses, and present a report to the cabinet
v. Monitor capital structure, and review the financial and accounting performance of AOGRA
vi. Approve the procurement of external independent annual financial and operational audits of AOGRA, review and approve said audits.
vii. Approve all matters relating to take-overs and transfer of assets related to AOGRA or may belong in the upcoming years
viii. To monitor the implementation and consistent enforcement of Quality Health Safety & Environment ("QHSE") policies across downstream oil and gas sector
b. Human Resources:
i. Develop and monitor overall human resources policies and procedures, including compensation and succession planning
ii. Develop a system under which succession to senior management positions will occur in a timely manner; approve all retirement plans for officers and employees of AOGRA; and review annually the adequacy and form of the compensation of directors
iii. Propose significant change in the management or organization structure of AOGRA
i. The board, upon referral of the CEO, has the authority to review any corporate report or material, and to investigate any activity of AOGRA
ii. Facilitate the continuity, effectiveness and independence of the Board
iii. To produce short analytical memos from an expert point of view over upstream operational or regulatory issues, submitted by top management for consultation to the Board
6. Meetings and other Administrative Tasks:
The Board must meet a minimum of four times per year, and has the authority to convene additional meetings as required (in person or through other means of communication). Board Members are expected to attend all meetings in person in Kabul. The Board Chair and CEO set the agenda and works with other members to ensure agendas and appropriate materials are circulated one week in advance of a meeting. The CEO attends all regular board meetings, ensuring minutes are taken and procedural matters are addressed. The board member shall receive remuneration for their participation in the board meeting, which will be specified by the cabinet.

a. Professional and Academic Qualifications:
i. University degree in ICT (computer science, software/ information systems, IT) or other fields, relevant to practical ICT. Knowledge of the Oil and Gas industry/ operations preferred;
ii. Advanced professional degree such as a Master's/ PhD in relevant field would be extremely advantageous
iii. Strong technical competence with minimum 10 years of demonstrated ICT experience in supervisor or higher positions with a distinctive record of professional achievements and impact
iv. Exposure to joint ventures with IOCs /NOCs is highly desirable
v. Knowledge of petroleum data management and data verification and storage
vi. Has basic understanding of surveys and data reports (seismic studies, magnetic survey, gravity survey, reserves studies) for oil and gas
vii. Experience / knowledge of IT sector in Afghanistan is highly valued
viii. Excellent understanding of and experience with industry-typical contracts
ix. Commercial and business development acumen
x. Experience with complex risk management and implementation of projects
xi. Excellent written and verbal English language skills are required (For Afghan nationals, fluency in both national languages is mandatory).
