About Ministry of Education (MoE):
The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.
The ICT department is responsible for establishing, implementing and maintaining a reliable and secure ICT infrastructure within MoE central and provincial offices. Moreover, ICT department provide support in the implementation of NESPII and EQRA. In order to do so, there is a strong need of a technically skillful team including Senior Fiber Optic Technician who will be managing the fiber connectivity at MOE offices and the LAN infrastructure at MOE head offices and provincial level. He/she will also be the responsible for the Fiber connectivity to school’s ICT Lab.

Duties & Responsibilities:
The Senior Fiber Optic Technician will be mainly focusing on installing, maintaining, troubleshooting and repairing fiber optic and copper network deployed at the Ministry of Education
1) Duties and Responsibility
Maintain the existing MoE network to an agreed standard, by performing upgrades, new installations and carrying out routine procedures
Maintains inventory of cables and stock equipment including reordering stock equipment and parts
Install, maintain, troubleshoot, and repair fiber optic and copper network deployed at Ministry of Education
Responds to emergency and non-emergency request related to all aspects of the MoE OSP and ISP fiber optic and copper network.
Performs construction, splicing, distribution changes of the OSP and ISP fiber optic cable
Assure proper alignment of the optical path while installing fiber optic cable in the network
Perform site survey of remote locations to ensure quality installation of all racks, equipment power plants, fiber cable, etc.
Label and tag all equipment and cabling according to MOE network standards.
Connects fiber optic cables to networking outlets and between network outlets.
Assist MoE team members to develop their skills and knowledge in basic use and maintenance of ICT Infrastructure network.
Maintain personal and professional development to meet the changing demands of the job role.
Any other related tasks assigned by ICT Director.
All central andProvincial Education Directorates (PEDs) building have been connected with Fiber connections and work properly.
MoE ICT civil servants Capacity are improved in fiber network of the MoE.
Sr. Fiber Optic Technician will be reporting to the Wireless Setup Specialist (Network Manager).
Job Location:Afghanistan, Kabul
a. Must have a Bachelor degree in Computer Science, information systems or related field
a) Should have minimum of 4 years of Experience in the Fiber Optic Networks. Pragmatic and analytical approach to problem solving
b) Knowledge of the standards, materials, techniques and equipment used in the installation, maintenance, and repair of OSP and ISP fiber optic and copper equipment
c) Competence in using standard fiber optic preparation and splicing equipment, and OTDRs
3) Skills and Competencies
a. Strong technical and organizational skills
b. Ability to communicate clearly and concisely, both verbally and with written documentation
c. Ability to train technical staff of MoE.
Recruitment, work condition and evaluation
1. The recruitment will be done through transparent and competitive processes.
2. Work conditions
1. The Senior Fiber Optic work according to Afghanistan MoE’s and donors' rules and regulation.
2. MoE will provide a proper work station at MoE main building.
1. The initial three months will be considered a probationary period.
2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank
