The aim of the EQRA Project is “to increase equitable access to primary and secondary education, particularly girls, in selected lagging provinces, and to improve learning conditions in Afghanistan.” EQRA introduces a shift from monitoring only the enrollment of students (which also includes attention to students designated as ‘permanently absent’) to focusing on bringing children into school as well as student attendance. The Education Quality Reform for Afghanistan (EQRA) is fully aligned with the goals of the Afghanistan National Strategic Plan (NESP III). The project is designed to (A) increase equitable access in disadvantaged districts especially for girls; (B) improve quality of instruction/education service delivery and (C) enhance MoE governance and management capacity. The project focuses on the construction and expansion of schools, provide community-based education to out of school children, reform curriculum for all grades, improve and ensure textbooks delivery to schools, enhance academic supervision, strengthen teacher & TTC quality, improve execution of budget, strengthen and increase use of EMIS, implement capacity building reform, and reform recruitment process for civil service.

Job Summary:

The ICT department is responsible for establishing, implementing and maintaining a reliable and secure ICT infrastructure within MoE central and provincial offices. Moreover, ICT department provide support in the implementation of NESPII and EQRA. In order to do so, there is a strong need of a technically skillful team including Network & VOIP Engineer who will provide the support for the existing MOE ICT IP telephony system and Video conference. He will be responsible for the World Bank VC Meetings and provincial VC conferences with MoE HQ

Duties & Responsibilities:

The Network & VOIP Engineer will be mainly focusing on achieving the ICT objectives in EQRA to Planning and solution finalization Network, IP Telephonic, E-Class extension to district and school level and also managing existing MOE Voice and video Service

1. Duties and Responsibility

Configuring Cisco Voice Gateways and Gatekeepers, Cisco Unified Communication Manager in clustering mode, Cisco Unified Contact Center Enterprise, IP Telephony Management using Unified Operation Manager and IP Telephony Accounting and billing system by using Trisys.

Implementing & Configuring Cisco Voice Gateways and Gatekeepers.

Installing & Configuring of Cisco Unified Communication Manager in clustering mode.

Installing & Configuring of Cisco Unified Contact Center Enterprise.

Responsible for planning and designing of MoE Unified IP Telephony System

Implementation and Configuration of H.323, SIP and MGCP protocols

Implementation and Configuration of Cisco Unity and Unity Express

Implementation and Configuration of Cisco UCCX for the call center.

Responsible for planning and designing of comprehensive dialup plan.

Responsible for planning and designing of MoE Unified IP Telephony System

Implementation and Configuration of different level of QoS on Cisco Voice Routers/Switches and CUCM

Implementation and Configuration of Cisco CUCM 8.1 or higher version

Implementation and Configuration of H.323, SIP and MGCP protocols

Implementation and Configuration of Cisco Gateways and Gatekeepers

Implementation and Configuration and Cisco Unity and Unity Express

Responsible for planning and designing of comprehensive dialup plan.

VoIP technologies including SIP, H.323, G.711, G.729, , SNMP, TFTP, IEEE 802.3 family, QoS and CoS.

Any other related tasks assigned by ICT Director
2. Deliverables

Voice over IP system has been developed through all MoE branches

VC system has been developed and implemented in HQ Data Center

Kabul educational directorates PBX system has been developed and timely maintained

MoE ICT civil servants’ capacity are Improved in MoE Voice system.

3. Reporting

Network & VOIP Engineer will be reporting to the Wireless Setup Specialist (Network Manager).

Qualifications:

Education/Experience/Skills/Competencies

1) Education
a. Must have a Bachelor degree in Computer Science, information systems or related field

2) Experience
a. Must have 4 years working experience with Cisco and support in any Enterprise network.
b. Working experience of Managing Microsoft 2012 servers in domain environment
c. Having real world experience of CUCM cluster mode implementation and support

3) Skills and Competencies
a. Strong technical and organizational skills
b. Ability to communicate clearly and concisely, both verbally and with written documentation
c. Strong Knowledge of Microsoft Servers 2012,2016
d. Solid understanding of voice transmission mechanisms including TCP/IP, E1/T1,
e. Ability to implement complex voice solutions, and resolve conflicts in a multi-tasked environment
f. Ability to train technical staff of MoE

Recruitment, work condition and evaluation

1. Recruitment:
1. The recruitment will be done through transparent and competitive processes.

2. Work conditions
1. The Network & VOIP Engineer work according to Afghanistan MoE’s and donors' rules and regulation.
2. MoE will provide a proper work station at MoE main building.
3. Evaluation
1. The initial three months will be considered a probationary period.
2. A formal performance evaluation shall be conducted annually jointly by the Ministry of Education leadership as well as by the WB with observers of the key donors.
3. An exit interview will be conducted upon completion of the contract. This exit interview constitutes condition for final payment.
4. These reporting obligations would be in addition to any reporting and evaluation obligations decided and directly conducted by the Ministry and/or World Bank.
