The Ministry of Agriculture, Irrigation and Livestock is implementing “On Farm Water Management (OFWM)” Project, financed by the Afghanistan Reconstruction Trust Fund (ARTF), in five (5) regions, namely: Kabul, Nangarhar (Jalalabad), Balkh (Mazar-i-Sharif), Baghlan and Heart. The overall development objective (PDO) of the OFWM-Project is to improve agricultural productivity in the Project Areas by enhancing the efficiency of water used. A Kabul-based Project Management Unit (PMU) headed by the Project Manager, with the assistance of Core Team of Specialists, is responsible for execution of the project. Five Area Teams: one each in Kabul, Nangarhar (Jalalabad), Mazar-i-Sharif (Balkh), Bamyan and Heart, have been established for implementation of field activities. The project started its implementation from March, 2011 for a period of 3 years and is being monitored by Worlds Bank. The project closing date has recently been extended up to April 2016. The project has received additional fund from the World Bank (the Bank) and the period of the OFWMP has been extended to December 2019.
The Senior Engineer will work under the direct supervision of SGR Project Director, and will be responsible for the overall engineering issues of the project to identify trends of silos construction, and to ensure the project is completed within timeline, specification and budge.
Requires travel to provinces:
Excellent skill in using computer and Design Software, like MS Office, Auto CAD, SAP2000, 12D, Civil 3D and Eagle Point.
Proven experience in preparing reports.
Proven analytical skills, including ability to research and analyze data and develop recommendations on construction contracts awards and related issue.
Ability to plan own work and manage conflicting priorities.
Ability to focus on and follow through priority activities and assignments as assigned by the project director.
Efficiency in calculation and estimation cost of construction.
Ability to work under pressure and work extra hours when required.
Duties & Responsibilities:
Direct the SGR project engineering team on the basis of daily activities, including senior civil engineer, senior electrical engineer, senior mechanical engineer, surveyors, designers and draftsmen.
Responsible for overall performance, budget, schedule and quality control construction of SGR project.
Responsible for silos surveying, planning, contract documentation, designing, drawings and cost estimates of both rehabilitations and establishment of the SGR project.
Review the project work plan and construction schedule with contractors and ensure that the work progresses are according to SGR project work plan.
Provide engineering unit monthly, quarterly and annual progress report and submit to the SGR project director and other relevant directorates within/MAIL.
Based in the Kabul Office, but may travel to the all silos sites for short term visits of SGR project (Balkh, Pul-e-Khumri, Kandahar, Herat and Badakhshan) provinces for monitoring, evaluation, controlling and selection.
Analyze assessment data and discussion on silos building design issue.
Prepare/review design and construction specifications for all constructions to be carried out under the project and manage the supervision all ongoing engineering activities of the SGR project.
Participate in tendering of rehabilitation, establishment works and selection of contractors.
Prepare specifications and submit to the procurement section.
Prepare specifications for bidding purposes of the SGR project and submit to the procurement section.
Make a response to technical enquires of silos during the construction work.
Conduct a technical survey for all silos building design (Kabul, Balkh, Baghlan, Kandahar, Herat and Badakhshan) before starting designing.
Prepare update specification, construction norm and design criteria for structures.
Assess that quality control of materials should be used as SGR project construction norm during monitoring process.
Travel to the sites with surveyors and engineering team for site assessment, evaluation, and selection.
Assess preliminary planning, surveying, design, cost estimates and contract documentation when and if required.
Review and evaluate survey data.
Prepare specifications for bidding purposes.
Provide revisions to design and BoQ, if needed.
Interview and hire Surveyors and engineers.
Prepare/Review Work Plan and Construction Schedule with contractors and ensure that the work progresses in accordance with Work Plan/Schedule.
Make revisions and modify and amend project design documents (if required), after the approval of SGRP/MAIL.
Oversee monitoring of silo structures construction Quality Assurance (QA) of contractor’s activities on site ensuring that wok is according to contract, scope, drawing and specifications, and they meet the high standards provided by SGRP.
Review and approve material submitted by contractors for compliance with the BoQ, specifications and drawings.
Ensure that contractors comply with the approved drawings, layouts and field tests required as per specifications.
Oversee and review existing practice by contractors and make recommendations, where remedial action is required, that will improve safety, quality and save time in all new and reconstruction programs undertaken by SGRP.
Ensure that the project is completed within time and recommend best practices if the progress is behind schedule.
Preparing monthly measurement sheets for payments.
Prepare daily record of work progress at the construction site.
Maintain contractors daily log book.
Make sure that the measurement of actual work is done at construction site.
Check and approve invoice sheet as per actual works done at site.
Keep proper filing system for all test results, instructions, submittals, daily reports, weekly reports, monthly reports, meeting minutes.
Check Design and Preparation of technical specifications for silo and related structures, and creating/review the final site specific drawings of the structures for construction in line with the design and technical specifications requirements for completeness and accuracy.
Check BOQ for silo projects.
Any other tasks as assigned by the SGR project director
Job Location:Afghanistan, Kabul
Advanced university degree in civil engineering / architecture, Master degree are preferred.
At least 10 years of relevant professional experience in the developing and construction of large building, preferably of similar type.
Solid skills in cost surveying and estimation for construction.
Country / regional experience.
Specialized training or certificate in construction or civil/ structure World Bank funded projects will be an advantage.
Excellent working knowledge of English, both verbal and written; Fluency both written and verbal in Dari/ Pashto.
