The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development to communities

Job Summary:

Function Purpose
In close consultation with and under the supervision of the Director of General Directorate of Planning-MAIL, the incumbent will be responsible to lead, manage and support the directorate in raising funds for Ministry of Agriculture, Irrigation and Livestock; to ensure quality and consistency in information on institutional and corporate donors; to collate and present data in easily understandable and agreed formats

Duties & Responsibilities:

1. Funding & Grant Management

Map and research the donors (Institutional and Corporate). Maintain a list of potential donors; and their specific funding preferences and deadlines for proposal submission; track progress of proposals, submission dates, amounts, etc. as per standard templates

In close communication with Director of General Directorate of Planning-MAIL, develops networks and partnerships with national/regional/international institutions in Afghanistan and spearhead donor collaboration, fund raising and project development within the country.

Keeps abreast of the trends within the donor environment in the country and Internationally;

Undertakes diversified fundraising initiatives to strengthen funding and sustainability

Coordinate the production of good quality funding proposals and responds to call for proposals

Ensures that effective grant management systems are in place and are consistent with the overall MAIL fund seeking and management policy and promote their application

Be aware of all donors’ conditionality in the Area Program and monitor adherence to donors’ conditionality

Ensure all appropriate donor formats are readily available;

Develop proposals, concept papers and budgets;

2. Program Development and Management

Coordinates the Area Program participatory annual planning and budgeting as per organizational guidelines

Promotes a participatory approach in programming work and create space in the structure for staff participation and involvement in decision making

Oversees and coordinate the program portfolio to ensure the highest level of project quality and accountability, while fostering continuity through building local capacity and developing innovative program interventions.

Provide continuous monitoring and support to the existing projects, coordinates program reviews, evaluations, and follows up implementation of evaluation findings in close collaboration with the MAIL’s management team/s

Coordinates the production of timely quality program reports in line with donor requirements

3. Coordination:
a. Internal Coordination


Coordinate with teams on planning, development and sharing of information;

Grant /Donor Reporting process adherence – coordination and submission;

Tracking and ensuring reporting schedules are adhered to;

Preparing and sharing MIS on Corporate and Institutional Partnerships;

Leads organizing for different events such as management meetings, inception workshops lesson learnt workshops and other relevant forums;

Participates in all coordination meetings and forums stated above and contribute goods inputs

b. External coordination:

Coordinate and facilitate initial meetings, send introductory emails to prospective donors.

Facilitates donor visits, donor meetings, round table discussions and evaluations as necessary

Comply with all relevant MAIL policies and procedures

4. Reporting & Documentation

Reviews all the project reports including quarterly, annual and end of the project reports and ensures that the project reports are in line with the communication policy and requirement of the project donor and submitted to the relevant entities timely

Qualifications:


Graduate in the field of Management, Commerce and related streams

At least 5-8 years of work experience

IT skills: knowledge and experience of MS Office packages (Word, Excel and PowerPoint)
