About French Medical Institute for Mothers and Children:
The French Medical Institute for Mothers and Children (FMIC) was founded in 2006 is a unique public-private partnership between the Governments of Afghanistan and France, a French NGO – La Chaine de L’Espoir/Enfants Afghans and the Aga Khan Development Network through the Aga Khan University Hospital. FMIC embodies a sign of hope for the medical care mothers and children in Kabul. The Institute has risen to the challenge of charting a course towards sustainable health solutions for Afghanistan. It is the first ISO certified hospital in Afghanistan, aiming to provide compassionate, accessible, cost-effective, high quality care services to the population of Afghanistan. Currently the hospital provides161-bed inpatient care for children and adults, including 15 beds for pediatric intensive care, 17 bed adult cardiac care with a state of art cardiac catheterization laboratory, 52 new beds for maternal care, 63 beds allocated for pediatric medical and surgical units and a 14 bed neonatal intensive care unit. Six operation theatres, a department of radiology which includes CT-Scan and MRI capabilities, a state-of-the-art laboratory, a 24 hour pharmacy service and outpatient services for the adult population in medical and surgical specialties. FMIC also runs a Postgraduate Medical Education considering a training hub for healthcare professionals. Through its e-Health programme, FMIC offers telemedicine and eLearning services to hospitals in Bamyan, Badakhshan and Kandahar in Afghanistan and Khorog in Tajikistan. FMIC is working towards expansion of its health services towards establishing a comprehensive 400 bed Academic Medical Complex in Kabul, which will serve not only the Afghan population but Central Asia as well, as a medical Center of excellence.”
Responsible for overall operations of main computer systems equipment, client’s computers, communication system and network to maximize availability.
Provinces to travel:
Minimum 5 years working experience in a management position
Sound knowledge of overall financial system
Ability to multitask and think out of the box
Possess exemplary interpersonal communication and report writing skills.
Ability to motivate team and command respect
Proficiency in computer especially MS Office, particularly MS Excel, MS Word and Power Point tool is required.

Duties & Responsibilities:
Ensure proper internal financial controls
Prepare monthly management reports
Prepare funding requirement for operating expenses as well as capital expenses and ensure that timely funds are available for disbursement.
Participate in preparing the annual accounts and conduct the annual audit
Build capacity of the national staff
Review monthly schedules and resolve all the outstanding issues including bank reconciliations
Manage all internal and external grants including coordination with granting agencies including Aga Khan Foundation team and develop the annual grants budget which should be in line with the programmatic plan, monitor the budget, compliances and ensure the timely reporting to the AKF, A team
Review monthly payroll processing and ensure that the salary of local / expatriate staff transfer in their respective bank accounts on the stipulated time and also coordinate with bank and employees in case of any queries.
Coordinate for the preparation of monthly cash flows and manage funds for the institutional needs.
Ensure timely reporting and compliance with all the conditions of granting agencies for the grants
Ensure 100% compliance of all legal / statuary requirements related to Finance
Assist in preparing the annual budget and long term projections according the institution mission and vision.
Oversight of the Patient Welfare Department’s activities and ensure that patient welfare is disbursed as per the policy and protocols of the organization.
Review daily, monthly and annual reports prepared by Patient Billing and Service Department before release.
Participate in month end and year end closing activities of finance department
Review the system-generated reports of Hospital Information System to ensure that all the dictionaries are properly defined on regular basis.
Negotiate with the operators during the annual budget exercise and take decisions for ensuring that the budget being presented to the Board in line with the strategic goals of the institution. Any other assignment assigned by the supervisor.
Handel people / problem solving which is tackled by having an open door policy and also empowering the supervisors.

A finance degree i.e. CA/ACCA/ACMA/MBA or equivalent from a reputable institute
