About Afghanistan SUPPORT-II Project:

SUPPORT directly assists USAID/Afghanistan Program and Projects Development Office (PPDO) with information management services and provides the PPDO and USAID/Afghanistan with a number of key services, including information management and reporting products and performance monitoring plans and related activities. SUPPORT is seeking well qualified Afghan candidates for a newly established field monitoring unit which will provide periodic reviews of specific activities on behalf of USAID/Afghanistan.

Job Summary:

The objective of SUPPORT II is to support and strengthen the USAID/Afghanistan Mission’s monitoring and evaluation and performance management systems. Additionally, it provides support services such as facilitating workshops, conferences, and meetings for USAID and its implementing partners.

Skills Description:

Duties & Responsibilities:


Possess technical knowledge of geographic based information and planning activities; complex problem solving skills in mapping projects;

Possess in-depth knowledge of GIS principles, concepts, and techniques including coordinate systems, transformations, projections, Geoprocessing, 3-D and Spatial Analysis using ESRI ArcGIS extensions

Obtain solid command on digital data input methods including digitizing, scanning, coordinate geometry and georeferencing procedures and techniques

Have sound knowledge of topological data models and relational databases.

Have experience in basic web development techniques and practices, and be able to work under pressure

Use ESRI’s GIS software and the ability to produce quality cartographic products and other presentation materials with high accuracy

Perform geospatial data quality assurance and quality control functions in improving baseline data quality and accuracy

Process descriptive data into spatial products (Maps) for a variety of purposes in a deadline-driven environment

Assist with any database design efforts when required, and perform any other tasks assigned

Design and deploy data table structures, forms, reports, and queries upon request by the M&E team

Conduct research and make recommendations on database products, services, protocols, and standards in support of procurement and development efforts.

Applying third party upgrades to existing databases.

Coordinate and work with other technical staff to develop relational databases and secondary databases (i.e. Access).

Identify inefficiencies in current databases and investigate solutions.

Diagnose and resolve database access and performance issues.

Plan and coordinate data migrations between systems.

Develop, implement, and maintain change control and testing processes for modifications to databases.

Development and maintenance of the database stored procedures, views and functions for hosted web applications.

Ensure all database systems meet business and performance requirements.

Produce ad-hoc queries and develop reports to support business needs.

Creation and maintenance of technical documentation.

Development and maintenance of Data Warehouse.

Implementation of data dashboards to display data in differing formats.

Assist with any database design efforts when required, and perform any other tasks assigned

Qualifications:


University degree in information technology or similar fields;

Previous experience in developing databases, GIS, mobile application etc. for surveys, assessment etc.;

Excellent English language and writing skills, and

Be willing to travel as required by the assignment to specific provinces.
