The United Nations Human Settlements Programme, UN-Habitat, is the United Nations agency for human settlements. The United Nations Human Settlements Programme, UN-Habitat, has been working within Afghanistan since 1992
The Afghanistan Urban Safety and Security Program (AUSSP) is a three-year program that promotes safety and security by strengthening the delivery of urban safety services, improving local government responsiveness and accountability, and enhancing partnerships between government, communities and civil society. The most vulnerable and marginalized groups including women, youth, IDPs/ returnees will be empowered as a key actor of participatory governance and societies.
AUSSP targets eight of Afghanistan’s most strategic cities: Kabul, Herat, Mazar-e-Sharif, Jalalabad, Kunduz, Farah, Nili and Bamyan. It is implemented under the leadership of the Ministry of Urban Development and Housing, the Independent Directorate of Local Governance/ Deputy Ministry of Municipalities, Ministry of Interior Affairs, Ministry of Women’s Affairs and Kabul Municipality, with technical support from UN-Habitat. The Swiss Agency for Development and Cooperation and the Kingdom of the Netherlands fund the program.
Requires travel to provinces:
Fluency in spoken and written English, and Dari (and/or Pashto) required.
Duties & Responsibilities:
The Senior Engineer works under the direct supervision of National Programme Manager, his/her duties and responsibilities will be:
Manage subproject implementation and monitoring in all eight program cities.
Supervise field activities, ensuring their quality delivery, timely progress and completion in line with agreed work plans.
Lead in ensuring results-based monitoring of subprojects.
Identify and resolve any technical or implementation issues that may arise.
Lead in developing and coordinating inputs for internal and external reporting.
Ensure adherence to all financial and administrative procedures for subproject implementation.
Support adequate Programme visibility at the local level.
Assist with maintaining partnerships with Programme partners and local government stakeholders.
Identify opportunities for synergies with other programs.
Support with implementation of capacity development activities for government and community partners.
Support team with other program tasks as required.
Provide on job training to all technical sub project advisors in field office
Undertake missions and monitor technical activities of the field
Supervise PPP and develop work plan for their capacity building and producing output to Programme.
Initiate plan to have innovative subprojects based on the safety and security concept in cities.
Follow up and provide support to field team on the maintenance and exit strategy plan and enforcement in Kabul and field offices
Produce accurate atlas and develop comprehensive data base for the projects data
Job Location:Afghanistan, Kabul
At least a Bachelor’s degree in civil engineering, urban planning, housing/Architecture or related field.
At least three years of experience with (i) managing urban development programming in Afghanistan (ii) providing policy and technical assistance to the government, (iii) and familiarity with the UN system in Afghanistan.
Ability to lead community lead project and have experience of working with community
