Duties & Responsibilities:

Mission 1: Manage and support Surveillance department Procurement and supply activities
The Log/Admin Assistant is responsible for:
- Manage all surveillance department equipment from Kabul to the provinces
- Ensure all Surveillance department equipment is delivered to the provinces in time for the surveys.
- Manage and follow up stock management of surveillance equipment
- Manage Procurement requests related to Surveillance department
- Arranging for purchases in a timely manner and in accordance with the ACF procedures applying to each purchase (goods, tasks, services, premises)
- Negotiation and selection of suppliers in the provinces to ensure value for money for surveillance activities

Mission 2: Manage and support the surveillance department with Administrative activities.
The Log/Admin Assistant is responsible for:
- Manage recruit process of data collectors and support to partners in recruitment
- Organize meeting with Partners
- Follow up of MoU’s with partners for surveillance activities
- Manage and support all financial and logistics issues with partners
- Make sure the supporting documents from partners are accurate (attendance sheets, transport and accommodation invoices).
- Communication at province level to ensure access to the entire province.
- Follow up on liquidation of funds disbursed to partners in a timely manner
- Follow up to ensure there is clear documentation of all costs incurred during the assessment by the partners in accordance with ACF financial and administrative requirements

Mission 3: Ensure the stock management of the base
The Log/Admin Assistant is responsible for:
- Guarantee that the procedures and instructions of stock management are followed;
- Ensure follow-up of stocks and materials for Surveillance department
- Conduct regular inventory and write an inventory report;
- Keep all documents related to stock management up to date;
- Organize preparation and loading of products and equipment;
- Produce the proper documentation link to deliveries;
- Report any problem with the quality of equipment and materials for surveillance activities (conditions of products, quantities, etc.)
- Conduct at least 2 annual inventories
- Control that all products are well stored for long term storage condition

Mission 4: Management of the fleet
The Log/Admin Assistant is responsible for:
- Anticipate the need of vehicles in the provinces taking into account ACF internal rules regarding security and safety.
- Plan the movements of vehicles according to the needs of activities and in coordination with the surveillance team at province level
- Attribute the appropriate vehicles according to the planning established for assessments
- Follow up the vehicle registration documents and drivers registration documents (license, etc...)
- Assist the partner Logistician in rental of vehicles (framework contract follow up, etc.)
