About Tetra Tech:
During project construction the Deputy Manager CMS serves as the focal point for the support provided by the Tt field-based Inspectors and assigns Tt Site Inspector Engineers to their relevant tasks on a day-to-day basis. He/ She will be responsible to prepare daily and monthly reports to USAID; update trackers; track schedule and progress, ensure quality and technical compliance during construction; ensure contractor compliance with approved Plans for Health & Safety, QQ/QC and Environmental; arrange, participate and inform stakeholders via minutes of all project related meetings. The incumbent will have thorough knowledge of project management and change management. The incumbent will coordinate and participate in planning and decisions affecting all project related activities with various departments within Tetra Tech, and with the United States Agency for International Development (USAID), Da Afghanistan Breshna Shirkat (DABS) and the relevant contractors. The Deputy Manager will report to the CMS Manager.

Duties & Responsibilities:
For assigned contracts, act as the Point of Contact (POC) for the coordination and tracking of submittals and RFI with Engineering Department assigned contract POCs.
Coordinate with the assigned USAID technical POC relating to progress updates, routine correspondence and reporting.
Provide guidance and oversight of site inspectors to report on progress, verification of completed work for contractor invoice review, quality of work, witnessing of tests and measurements performed by contractor, delivery of material and deviations from technical specifications and contractor approved plans, to verify compliance to technical specifications and contractual requirements.
Track progress vs schedule, tests performed and associated results, and resolution of any noted deviations and deficiencies.
Attend meetings with stakeholders including contractor, relevant Authorities and USAID. Review minutes of meeting prior to distribution.
Coordinate with Engineering Department to provide appropriate guidance to site inspectors for specific elements of work that may be considered complex or high risk for quality compliance.
Review reports from site to identify risks and issues that need to be addressed with contractor and/or USAID.
Prepare reports as defined in the Job Order Workplan.
Draft Non-Conformance Reports in consultation with internal departments, for submission to USAID.
Provide advice and guidance, as appropriate, to contractor relating to forward planning to minimize any delay.
Advise DABS PIU as required, on actions to be taken to minimize any delay.
Support CMS Manager in the development of memos and other supplemental reporting requirements for USAID awareness and/or actions.
Support responses to enquiries from USAID in response to data calls, clarifications and inspections/comments from OIG/SIGAR.
Perform all duties as may be assigned by the CMS Manager.
Job Location:Afghanistan, Kabul
Engineering degree is required, preferably in civil, electrical, mechanical, or closely related discipline.
Experience 10 years minimum related project and construction management and or engineering design preferable in power utility infrastructure.
Demonstrable ability to conduct verbal and written communication with project stakeholders
Experienced and demonstrable history of successful project management including planning, stake holder management of changes, including cost, schedule and cost aspects of design drawings, specification, RFIs and other related project documentation.
Knowledge of project life-cycles including planning, cost control, change management, scheduling, engineering, procurement, construction, commissioning, as-built drawings and other project documents.,
Willingness to travel to remote locations throughout Afghanistan.
Fluency in English, Dari and Pashto (written, read, spoken.)
Proficiency in MS Office software.
Ability and eagerness to work with diverse cultures.
