DABS intend to hire an individual Environmental Safeguard officer to support the work of the World Bank funded project, Working Group established by DABS. The Environmental Safeguard Officer will work on integrating of project Environmental Social safeguard team across the response interventions area and provide expert advice on this to the respective offices. He will undertake the following tasks but not limited to:

Analytical ability, practical problem-solving skills and resourcefulness in performing varied tasks in the area.
Demonstrated skills in retrieving, gathering and obtaining information from various sources.
Sound organizational skills and ability to prioritize and deliver assignments in a timely manner often under severe time pressures.
Demonstrated initiative in developing practical approaches that improve efficiency and effectiveness of the project.
Strong inter-personnel skills and commitment to work in a team-oriented, multi-cultural environment.
Language skills: Fluent oral and written skills in English.
Computer literacy: Proficient in PC based applications such as Word, Excel and Power Points Outlook etc.
Duties & Responsibilities:
Conducting field visits and supporting in community consultation on environmental issues;
Work closely and assist the International Consultant while conducting ESIA and other subproject related day to day business.
Assist DABS safeguards team and supervise the ESIA consultancy.
Help and guide the contractors to understand and implement the ESMP and concept of Occupational Health and Safety issues at their working environment.
Review thoroughly the Project ESMF (Environmental and Social Management Framework) and help the project to mainstream the ESMF in the project life cycle, e.g., monthly/quarterly meetings whichever is the case, M&E, reporting system of the project, supervision mission by the project leadership.
Preparation and implementation of environmental and social management plan according to Environmental and Social Management Framework.
Assisting in assessment of environmental and social safeguard issues in project activities;
Screening of environmental safeguards related issues in subproject activities;
Consult the Project stakeholders regarding grievances handling.
Prepare environmental safeguards report and maintain records on relevant formats;
Grievance Redress Mechanism (GRM) implementation and reviewing project activities and follow up with beneficiaries.
Conducting trainings of regional staff and local community beneficiaries on Environmental Safeguard issues.
Ensure that sub project activities are consistent in their approaches to environmental issues and fully in compliance with Environmental and Social Safeguards Framework (ESSF) requirements in all stages of sub project development.
Receive and conduct training to contractor’s related engineer and other workers and raise awareness of those who could be directly and indirectly impacted from subproject activities.
Prepare quarterly or biannual action plan for your major activities including field visit, capacity building and other related coordination.
Coordinating environmental commitments and initiatives with stakeholders NEPA (National Environmental Protection Agency), the World Bank Safeguards Team and other partner NGOs.
Provide Regular reports including onsite reports of compliances and non-compliances including technical and non-technical recommendations.

Bachelor Degree in relevant section preferably Master’s in (Environmental Engineering or Agricultural) or any other fields with 3 years Experiences.
