Duties & Responsibilities:

. Provides support to the Component Lead-Sub-National Policy, by focusing on the following results:

Assist the component lead in providing inputs for AWP, detailed implementation plan, HR and procurement plan including budget
Assist in preparing monthly, quarterly and annual progress reports as well as case studies and periodic updates and briefs
Conduct orientations for the newly recruited staff in the component
Assist in identifying bottlenecks and proposing solutions for better performance of the component
2. Provides technical guidance and assistance, by focusing on the following results:

Assist in providing advice and support to the review and drafting of sub-national governance policy, SNG-NPP
Provide technical assistance in the design and application of policy consultation tools and introduce IDLG to e-platforms for policy discussions and consultation
Facilitate and support dialogues and consultations on policy and guidelines through forums, debates and conferences
Closely work with IDLG on the clarification of roles of different actors in development planning, monitoring and coordination
Support IDLG to conduct capacity assessment and accordingly develop capacity development strategy to enhance capacities at IDLG, provinces and districts to ensure timely development and effective implementation of policy and guidelines
Provide training and capacity building support and serve as trainer when necessary
Assist in the design and implementation of a policy coordination mechanism among sub-national governance institutions at central and provincial levels
Assist and support regular policy implementation, monitoring and evaluation
Conduct policy analysis and analysis for policies as required
Contribute to the analysis of the findings of policy implementation monitoring and evaluation and corresponding recommendations for improvement
Provide advice and support to the development of sub-national governance legal framework and guidelines and support their implementation
With guidance from the Component Lead, and in coordination with IDLG, design and undertake surveys/studies to measure law implementation by civil servants
In close coordination with IDLG, identify and introduce approaches to increase the amount of the implementation of laws and procedures by civil servants
Assist in the design and application of an Information Management System to make employment information widely available for provincial and district civil servants
Support the design and conduct of legal awareness programs for civil servants
See to it and advocate for gender responsiveness of policies and guidelines
Assist in the development of Provincial, planning and Budgeting Policy and its relevant guidelines
Build partnerships between IDLG and think tanks or policy research centers
3. . Facilitates knowledge building and management, focusing on achievement of the following results:

Assist in developing, publishing or disseminating knowledge products (case studies, compilation of best practices and lessons learned)
Under guidance of the component lead, conduct studies and share best practices on sub-national governance
Promote teamwork, information sharing and collaboration within the sub-national governance arena of the project and between the component and field staff
Establish policy discussion and consultation network
Any other tasks as assigned by the supervisor.

Master’s or bachelor’s degree in Public Policy and Administration, Law, Political Science, Development Studies, or other relevant discipline

With Master’s Degree 5 years and with Bachelor’s degree 7 years of relevant experience is required
Experience in project management and provision of technical guidance
In-depth knowledge of local governance realities in Afghanistan
Prior experience in policy analysis and development
Proven qualities in management and partnership building
Strong communication skills
Ability to coordinate different stakeholders in a complex work environment.
Ability to work independently
