About MISFA Ltd.:
The Microfinance Investment Support Facility for Afghanistan (MISFA) was set up in 2003 at the invitation of the Afghan government — to get donor coordination right from the start and avoid the counter-productive efforts that have emerged from conflicting donor objectives in other post-conflict situations. It was established as a vehicle through which the Afghan Government and international donors could channel technical assistance and funding to build Afghanistan’s microfinance sector. MISFA was the first facility of its kind, pooling diverse donor funding mechanisms and converting them into streamlined, flexible support to microfinance institutions in Afghanistan, tailored to local priorities and accompanied by technical assistance and strong performance monitoring. MISFA’s mission is to contribute to Afghanistan’s economic growth by developing a viable, inclusive financial sector for the poor, and the underserved small and medium enterprises.
Duties and Responsibilities:
The Senior Procurement Officer will be providing support to the Procurement Specialist of MISFA. The responsibilities will include, but not limited to:
Provinces to travel:
At least five years of relevant working experience is required, preferably related to the procurement policies and procedures of the World Bank or bilateral donor-funded projects.
Proficiency in computer applications including MS Word, Excel, PowerPoint.
Proficiency in good communication skill is mandatory. Must have good report writing skills in English and in local languages.
Should be a team player and able to work in a multicultural environment.
Ability to perform assigned duties independently with minimal supervision.
Duties & Responsibilities:
Assist in updating regularly the overall procurement plan of all projects implemented by MISFA.
Assist in the processing of Requests for Expressions of Interest (REOI), Requests for Proposals (RFPs), Request for Quotations (RFQs), bidding documents, advertisements, and convening bid technical evaluation meetings.
Prepare and circulate Expressions of Interest (EOIs), proposals, quotations, and bids for technical evaluation.
Review and finalize the procurement documents such as bidding documents, RFPs, and evaluation reports for all contract packages in accordance with the World Bank procurement guidelines and the Public Procurement Law of Afghanistan, as applicable.
Assist in the preparation of minutes of bid opening, bid technical evaluation and all other types of internal and external procurement meetings.
Translate procurement documentation from English to local languages and vice-versa whenever required.
Assist in coordination with the selected bidders to ensure completion of the procurement administrative process.
Assist in managing the administrative process throughout the duration of the preparation of all documentation until award of the contract.
Maintain appropriate records to ensure that the procurement process, decisions and contractual agreements are accurately documented for accountability and audit purposes.
Ensure maintenance of a proper filing system for all relevant project procurement documents, and preparing reports and documents for the project officials, National Procurement Authority (NPA) and the World Bank review missions.
Contribute to inception, monthly progress and quarterly monitoring reports relating to procurement actions.
Perform any other duties as assigned by the supervisor.

Bachelor’s degree from a recognized university in business administration, finance or any other relevant field.
