The overall goal of the HSR Project is to support the Government of the Islamic Republic of Afghanistan, to foster a strengthened, reformed and increasingly self-reliant Afghan Health system prepared for the decreased donor support anticipated over the coming decade. The HSR Project will primarily focus on governance, finance and human resources and will engage both the public and private components of health sector. The project will support the Ministry of Public Health (MoPH) to strengthen and reform it’s systems at both central and subnational levels, applying and adapting relevant international best practices to support the MoPH to successfully navigate this upcoming transition period. The HSR Project will also include a robust learning agenda to guide project implementation and to determine the impact of systems strengthening and reform activities and their impact on health sector.

Job Summary:

For proper management of user fees and effective financial management the Hospital Finance Expert will work closely with relevant hospitals’ finance team to better implement the daily financial activities and build the capacity of hospital finance staff to independently perform all hospital financial activities in compliance with government financial rules and regulations.
The Hospital Finance Expert reports directly to Hospital Reform Advisor.

Deliverables:
Hospital annual budget prepared and staff capacity built in annual budget preparation and execution.
Hospital finance staff capacity assessment report.
Monthly training and mentoring plan for hospital finance staff.
SOPs on use and control of government budget in place (budgeting, petty cash management, routine financial activities in hospital and financial reporting formats).
Tools for hospital finance management including records keeping.
Quarterly capacity improvement report of hospital finance staff.
Monthly activity report.

Duties & Responsibilities:

For proper management of user fees and effective financial management the Hospital Finance Expert will work closely with relevant hospitals’ finance team to better implement the daily financial activities and build the capacity of hospital finance staff to independently perform all hospital financial activities in compliance with government financial rules and regulations.
The Hospital Finance Expert reports directly to Hospital Reform Advisor.

Assis the hospital management team particularly the finance officers in development and execution of hospital budget based on the needs and resources allocated.
Provide daily on job training to hospital finance staff.
Assist in Implementation of Accounting System (assisting the related staff in processing all the payments and documentation in accordance to MoF rules).
Develop and maintain the mechanisms for the use and control of hospital budget.
Work with the Procurement expert to develop and maintain a “Petty Cash” based procurement and accounting system.
Assist hospital and finance staff in management of user fees system by development of SOPs and tools.
Assist hospital user fees monitoring committee in implementation of user fees monitoring checklist and introduction of control mechanism.
Conduct hospital finance staff assessment on a monthly basis (competency based assessment).
Conduct planned refreshing training (based on the assessment).
Assist the hospital management team and finance staff on regular analysis of the financial data, reporting and coordination with the relevant departments.
Any other tasks assigned by the supervisor for improving hospital financial system.

Job Location:

Afghanistan, Kabul

Qualifications:

Bachelor’s degree in Economics or Finance from a recognized institution.
At least 5 year experience in financial management at the government, UN or Non-governmental organizations.
Of the 5 years mentioned above, at least 2 year experience with government financial management system and familiarity with the public financial management system, laws and regulations.
Excellent written and verbal communication skills in English language and fluent in a local languages.
Having experience of training and mentorship.
Demonstrate computer skills (Ms. Office Package).
