About Tetra Tech:
The Subcontracts Specialist is responsible for the procurement of materials, equipment or services that support Tetra Tech’s business effort, as a part of our mission in Kabul, Afghanistan. They will provide support to the contracts and project teams, including, but not limited to developing subcontractors, conforming bid packages to project documents, and validating contractor bids. Contracts will range from simplified moderate-value to complex high-value packages.

Duties & Responsibilities:
Support all aspects of the Subcontract process including generation of Requests for Proposals, proposal evaluations, source selections, negotiations, file documentation, change management, and subcontract close-out.
Perform duties in purchasing/subcontracts, including bidder pre-qualification, bidder lists, bid solicitation, bid analysis, negotiation and award of complex purchase orders and other purchasing/subcontracts platforms, such as blanket purchase agreements and subcontract agreements.
Closely monitor subcontractor's performance with the management of deliverables, funding levels and invoice payments.
Work closely with Project Operations, Finance, and Security on all pre-award and post-award subcontracting actions.
Prepare request for consent package to obtain Contracting Officer consent at USAID prior to the execution of a subcontract exceeding the simplified acquisition threshold, as required by FAR Part 44, including negotiation memorandum and summary of the competition and selection process.
Evaluate, resolve and document any contractual performance issues of subcontractors.
Communicate with suppliers/subcontractors to achieve required services, meet project needs, and resolve any and all discrepancies.
Job Location:Afghanistan, Kabul
Requires a Business Degree in Business Administration or related field, and five (5) or more years of professional work experience.
Familiarity with US Government Contracts and USAID subcontracting procedures.
Ability to read, comprehend, and apply knowledge relating to subcontracts and purchasing processes in English.
Ability to communicate orally in the English language with customers, co-workers, and vendors in face-to-face meetings or through using the telephone and/or email.
Knowledge of the various Microsoft Office Applications, specifically Microsoft Word and Microsoft Excel.
Ability to file and update files, both hard copy and electronic files.
Work cooperatively with other employees, Tetra Tech offices, and suppliers.
