Job Summary

Summary of the Position:
To facilitate the CSO different units with the standard work processes planning. The incumbent will be responsible for preparing organizational plan in order to be in communication with the internal and external stakeholders throughout, prior, during and post process to ensure clarity of steps, areas for engagement and outputs.

Duties & Responsibilities

General Duties and Responsibility:
The Planning Advisor will have the role on implementation of the tasks:


Develop process improvement recommendations and facilitate quality improvement efforts; throughout developing work processes.

Develop, apply, and validate operational metrics and performance assessment Plans for the organization.

Advise on planning, design, reconfiguration, maintenance, and alteration of equipment, buildings, and facilities.

Track sources of information relevant to policy development process.

Draft and develop work plan to assist planning and policy directorate of CSO to revise CSO strategic plan, to develop implementation plan and National Statistics Plan to ensure cross-ministerial coordination in the area of statistics.

Ensure CSO plans and policies and national statistical system are consistent with overall objectives of Afghanistan National Development Strategy (ANDS)

Main Duties and Responsibilities.

Assist and support preparation of plans and frameworks for the fundamental reform of statistical systems in CSO and partner ministries.

Develop strong working relationship with partners to support activities of CSO and collaborate in coordinating planning activities with donor community and partner ministries and government institutions.

Ensure partnerships are established with relevant stakeholders and identify potential areas for coordination and collaboration to avoid duplication of data and research studies.

Maintain relationships with current and potential funding sponsors to create productive working relationships.

Any Other Task assigned by supervisor

Training and transferring knowledge, skills and experience to the staff of relevant department.

Job Requirements

Qualifications and Experience:
A bachelor degree in the area of public administration, business administrations, social sciences, political science or related field of study.

At least 5 years of relevant experience in managerial level and/or advisory positions in planning areas

A broad understanding of using organizational assessment tools, approaches and methods
to develop framework and standard work plans

Project management skills, including demonstrated competency in both guiding and contributing expertise to interdisciplinary teams
B. Professional Competencies:

Ability to exhibit strong commitment in the relevant disciplines

Excellent written and oral communication skills in English and working knowledge of national languages i.e. Dari and Pashto

Ability to work with and be a partner of a team of diverse backgrounds

Ability to work efficiently and to meet deadlines

Ability to function effectively in a team environment inspiring trust and cooperation of other team member

Strong communication, negotiating skills and good interpersonal relations
