Ministry of Agriculture Irrigation and livestock (MAIL), Multi Location
The Advisor will provide technical advice and support to the Ministry of Agriculture, Irrigation and livestock by assisting in developing and implementing strategies for improving budget planning, development and reporting and improving budget execution processes and procedures and financial issues. The advisor will also assist with the development of management performance and related organizational reforms, as well as supervision of the work of short-term experts hired for delivering specific aspects of the respective work programs.
Provide analytic support and policy advice to the Deputy Minister administration and finance on all issues related to administrative and financial issues;
Providing support and expert opinion on financial management and financial transaction to be in alignment of the GoIRA approved laws and regulations Contributing to policy notes, regulations, procedure, standards, studies, and reports on a range of infrastructure planning and finance issues
Participate in the design, preparation and dissemination of analytical work and reporting, including financial analysis, policy and project analysis, and report writing; and internal audit;
Contribute to the interpretation of analytical findings, formulation of key messages, and identification of evidence-based policy implications and recommendation.
Providing the legal, regulatory, and institutional framework for budgeting and public financial management;
Coordinate with Ministry of Finance and other entities to work towards developing the most useful data bases for financial issues.
Other tasks and responsibilities requested by the MAIL leadership.
University Degree in business administration, economics or related field or equivalent qualification (Master’s level with 5 years relevant working experience or 7 years relevant experience with Bachelor degree respectively);
Good knowledge of Ministry of agriculture, irrigation and livestock
Experience in design and implementation of various policies;
Experience in development co-operation at the international/regional and senior level is an added advantage;
Experience in dealing with a range of stakeholders, particularly international organizations and development agencies, as well as ability to develop mutually beneficial working relationships with such groups.
