The Comprehensive Agriculture and Rural Development Facility (CARD-F) works on behalf of the Government of the Islamic Republic of Afghanistan (GOIRA) to deliver sustainable economic development in the rural economy at the district level. CARD-F seeks to provide a means of designing, coordinating, funding and implementing high-impact interventions through an integrated Economic Development Package (EDP) for targeted districts. EDPs address issues of markets, agricultural production, processing and infrastructure in an integrated manner to promote growth and build on- as far as possible- existing programs and projects. CARD-F functions under the auspices of an Inter-Ministerial Committee comprising: Ministry of Agriculture, Irrigation and Livestock (MAIL), Ministry of Rural Rehabilitation and Development (MRRD) and the Ministry of Finance (MOF) under the chairmanship of the Ministry of Counter Narcotics (MCN). CARD-F has successfully completed its Phase 1 and its Phase 2 will last until the end of 2018 and during this time CARD-F plans to cover all Provinces in Afghanistan. CARD-F is also a sub-component of the National Priority Program 2 (NPP2). While presently externally funded by the Government of United Kingdom (DFID) and the Government of Denmark (DANIDA), other donors such as USAID, European Union and JICA have shown keen interest in funding CARD-F beyond its Phase 2.
The Director of Corporate Services will ensure that core management functions of Human Resource Management, Financial Management, ICT services, Office Administration and Facilities Management, among others are delivered effectively and efficiently for the national and sub-national offices of CARD-F. He/she is an integral part of the senior leadership and management team working directly with the Executive Director and Operations Director. He/she reports directly to the Executive Director.
Duties & Responsibilities:
â€¢ Providing leadership for and undertaking overall responsibility for staff undertaking financial planning, accounting, reporting, internal control, auditing, and disbursement of funding CARD-F activities;
â€¢ Leading and managing staff and responsibilities relating to HR, administration, logistics and ICT throughout the organisation,
â€¢ Ensuring the development and implementation of all internal policies of CARD-F, and their compliance;
â€¢ Ensuring all financial reporting and returns are carried out in a timely manner, including monthly, quarterly and annual budgets, month-end and year-end closures and expenditure reports, in accordance with GOIRA policies and operational needs;
â€¢ Managing the physical assets and internal resources of CARD-F (including staff, ICT and office equipment), including providing effective planning and procurement of resource requirements needed to support operations;
â€¢ Providing tax management advice, ensuring that all taxes requirements are met and taxes paid in accordance with Afghan tax laws;
â€¢ Ensure compliance with the relevant aspects of GOIRA and CARD-F donorsâ€™ financial responsibility and accountability policies.
â€¢ Bachelorâ€™s Degree in an accountancy, financial management or commercial related field from a recognised university;
â€¢ 5+ years progressive experience in management of corporate services functions of an organization of no less than $1 million in assets or no less than 50 staff ;
â€¢ Written and spoken fluency in English and Dari;
â€¢ Willingness to travel throughout Afghanistan;
â€¢ Computer literacy including in the use of MS-Word and MS-Excel.
Candidates may be preferred if they have experience in:
â€¢ Professional accounting qualification (ACCA, CPA or similar)
â€¢ Working knowledge of Pashto language;
â€¢ Working on corporate management issues in relation to GOIRA institutions;
