Duties & Responsibilities:
â€¢Maintain and update accounting and financial control systems in accordance with U.S government regulations (expense are reasonable, allowable and allocable) ARD policy transactions are conducted, processed and recorded as stipulated by the system.
â€¢Manage the preparation and submission of the ARD/SWSS regional monthly expenditure reports, ensuing that they are accurate, complete and submitted to ARD/SWSS Kabul finance office in a timely manner according to the established submission schedule determined by the Kabul office.
â€¢Manage the preparation and submission of the ARD/SWSS regional monthly regional office operating fund projections ensuring that they are accurate and complete.
â€¢Supervise the office helpers, cooks and maintenance staff and guide them in their day-to-day operation.
â€¢Perform annual performance evaluation of all subordinate staff, including feedback for improved performance.
â€¢Ensure the proper maintenance and provision of required office facility services, including adequate supply and furnishing of electricity, water, gas, and heating.
â€¢Submit monthly activity report to Admin/Finance Assistant and Regional Manager summarizing achievements and problems encountered.
â€¢Maintain up-to-date inventory for all ARD/SWSS project equipment and furnishings.
â€¢Monitor fuel levels and consumption for generator, ensuring adequate supply and delivery as require.
â€¢Provide transport of goods and equipment to designated locations in support of project activities.
â€¢Ensure the proper functioning, use and maintenance of project equipment at all times.
â€¢Make purchases and negotiate service agreements as required for supplies and materials.
â€¢Provide oversight and monitoring of Admin/Finance Officer Field operations, including technical assistance and on-site visitation as required.
â€¢Other duties as assigned by respective supervisor.
EDUCATION: College degree in accounting, finance or similar field is (relevant experience and another university degree may substitute for the degrees mentioned).
WORK EXPERIENCE: Minimum of 3 years experience in an equivalent position. Experience with accounting software is preferred but not required. Experience working in a similar position for an NGO or an international organization is preferred. Must have the ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
SKILLS: Working knowledge of English, both written and spoken. Able to communicate fluently effectively both verbally and in writing. Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues. Must be capable of working both individually and as part of a team. Must also be able to create a supportive working relationship among all project teams.
LANGUAGES: Excellent Language proficiency in spoken and written Dari, Pashto, Urdu, English.
GENERAL: Tactfulness, Enthusiasm to the job. Good Human Relation skills, integrity and ability to work under pressure.
