Responsibilities and Duties
Under the direct supervision of Country Director the Finance/Administration Manager shall conduct the following activities.
â€¢ Assist the Country Director in overseeing a smooth flow of routine, administrative work of the PDT Afghanistan offices including Finance and Compliance, Office Administration, Human Resources, and Logistics support functions.
â€¢ Read and understand all PDT financial and administrative policies. Ensure the implementation of new and existing rules and regulations. Strengthen the capacity of international and local staff to understand, adhere to and PDT procedures.
â€¢ Oversee and manage daily accounting and finance functions including the timely recording of transactions, cash management, banking, payroll, inventory, Account receivables and payables.
â€¢ Oversee, manage and support a team of 8 people throughout Afghanistan.
â€¢ Complete financial closing cycles as outlined in PDT procedures and routine reporting to Country Director as scheduled.
â€¢ Maintain banking relations; plan and monitor country cash flow requirements to ensure the smooth implementation of PDT programs.
â€¢ Provide monthly standard accounting submissions to PDT Headquarters, including donor ledgers, vouchers and invoices, account reconciliations, expenditures by cost center/project, required additional reporting, as well as other financial information in a timely and accurate manner;
â€¢ Provide monthly financial reports to management including expenditures by cost center/project, reporting and other financial information, in a timely and accurate manner.
â€¢ Develop budgets with the Country Director and implement grant budgeting and forecasting systems with Program Managers.
â€¢ Perform a compliance role in the PDT office and ensure compliance of PDT and donor policy in office activities including purchasing, hiring, payments, and other routine functions at PDT.
â€¢ Maintain local office policies and procedures and provide training for all issues related to personnel, benefits, travel, office equipment, leased property, physical and moveable assets and communications. Enforcement of established protocols with all national and international staff.
â€¢ Exercise supervision and control of arrangements for the recruitment, appointment, promotion, transfer and assignment of local staff;
â€¢ Ensure the proper functioning of the property and asset management services concerning assets, leases, rents and utility services, maintenance and repairs.
â€¢ Enforcement of adherence to procedures outlined in The National Staff Handbook and all related document. Review and ensure the Country Director and Operations Manager has adequate information to maintain suitable compensation packages for PDT national staff with understanding of national and International income and services.
â€¢ Ensure personnel files of all national staff are properly maintained including current, valid contracts, position descriptions, timesheets, leave records and other documents outlined in internal policy.
â€¢ Preparation of monthly payroll; ensure monthly payroll is submitted in a timely manner to country office for approval as well as timely disbursement.
â€¢ Oversight of logistic requirements for expatriate visitors and new hires, i.e., staff orientation, visas, work permits, policy registration.
â€¢ Perform internal checks (informal audits) and reviews as required to ensure compliance with PDT policy requirements and best use of PDT funds.
â€¢ Identifying weaknesses in current finance, administrative and human resources systems. And report these to the Country Director for follow up or proposed changes.
â€¢ Carry out responsibilities as outlined in the Security Operating Procedures and as assigned to the position.
â€¢ Conduct both professionally and personally in such a manner as to bring credit to PDT and to not jeopardize its humanitarian mission in Afghanistan.
â€¢ Provide Coaching to supervised staff for poor performance, poor attendance and poor behavior. Verbal and written warnings if required in consultation with the Country Director.
â€¢ Maintain an accurate filing system for Finance/Administration and HR.
â€¢ Liaising with PDT Partners and counterparts. Maintain a proper relation with Government of Afghanistan offices and other countries embassies.
â€¢ Preparation of Income tax reports and payments to GOA.
â€¢ Evaluate and Report any instances of fraud, corruption or other misuse of funds to CD.
â€¢ In-depth knowledge of Administration and Financial Management.
â€¢ A Bachelor Degree in Business Administration is required.
â€¢ At least 5 years of Admin/Finance experience with an Intâ€™l organization in Afghanistan.
â€¢ Experience of liasioing with the Afghan Government agencies is required.
â€¢ Experience of managing a a big team.
â€¢ Fluent in Dari and Pashto and good command of English both oral and written
â€¢ Good interpersonal skills and ability to work in a team;
