Job Summary:

Summary of Position Responsibilities: The RAMP UP Municipal Program Manager will be assigned to a target municipality to manage the delivery of technical assistance in the areas of capacity development, service delivery and revenue generation. The RAMP UP Municipal Program Manager will coordinate activities with the RAMP UP project's senior management team to ensure the municipality receives timely training and technical assistance. He/She will also oversee the support operations of the RAMP UP municipal teams working in the municipality including logistics, monitoring and evaluation, grants, procurement, and accounting. Travel to RAMP UP HQ will be periodic and required to report on results and progress of activities. The RAMP UP Municipal Program Manager will also be responsible for building and maintaining relationships with the Mayor, shuras, and other community stakeholders to help legitimize the work of municipal administrations.

Duties & Responsibilities:

• To serve as the single point of contact for all RAMP UP activities within the target municipality
• To support the capacity development of the Mayor and his/her management staff
• To facilitate RAMP UP activities within the municipality (target assessments, formal and on-the-job training, public outreach events, monitoring and evaluation, etc)
• To manage and support Technical Coordinators to deliver services as needed.
• To oversee overall project operations including but not limited to logistics, monitoring and evaluation, finances, etc, in coordination with the Deloitte Project Management Office located in the RC
• To build and maintain relationships with key municipal stakeholders including the municipal senior management, Shuraas, local PRT, international and local organizations, and other community organizations.

Job Requirement:

• Masters Degree in Business Administration, or similar field.
• Minimum of 8 years experience in an equivalent position. Experience working in a similar position for an NGO or an international organization is preferred.
• Experience working with the national and/or international military is preferred.
• Excellent knowledge of Dari, Pashto and English, both written and spoken.
• Excellent interpersonal skills, including patience, diplomacy, willingness to listen and respect for colleagues.
• Ability to work under pressure.
Ability to travel to all provinces of Afghanistan
