About Ministry of Finance:


Recognizing that agriculture/agribusiness development are crucial for inclusive growth and jobs creation, the Government of Islamic Republic of Afghanistan (GoIRA) is committed to a program of renewal and strategic long-term investments in this sector. To this end, the GoIRA has prepared the Afghanistan Agribusiness Charter, which was adopted in November 2018 by the High Economic Council (HEC). The Charter presents a comprehensive and strategic plan (2019-2024) to enable growth of agri-enterprises and promote greater opportunities for both self-employment and jobs in rural and urban areas. It marks the first step towards a new vision of a programmatic approach to agribusiness development in Afghanistan. It focuses on investments in four strategic priorities: (i) supportive policy and regulatory environment that can foster a competitive and sustainable upgrade of the agribusiness sector in Afghanistan; (ii) innovative agri-spatial solutions (agri-food parks) to support enhanced productivity of Afghan smallholder farmers and competitiveness of agri-food enterprises in local and international markets; (iii) access to finance to increase the availability of sustainable and appropriate financial services for agricultural value chain actors (farmers, intermediary agencies, traders, processors and exporters); and (iv) strengthening institutions for efficient service delivery. In the medium- to long-term the Charter aims to catalyze and support the emergence of an efficient, market-orientated agribusiness sector characterized by profitable and competitive agribusinesses; and public-sector policies and institutions which facilitate increased private sector investment in agribusiness and efficiently deliver services and inputs to farmers and agri-firms on their own or in partnership with the private sector.

The Ministry of Finance is looking for a highly skilled individual to lead the AES (Agribusiness Charter Executive Secretariat Head). The selected Executive Secretariat Head will lead the AES and will serve as the first point of contacts with ministries/agencies and donors on issues related to the Agribusiness Charter. He/she will engage with key players to discuss issues of the Charter and solutions and will also play a role in overseeing implementation of its plan/activities. He/she will need to draw on both deep technical skills on the sector and also serve as an effective integrator across the different line ministries. 

Job Summary:

The Agribusiness Charter Executive Secretariat Head will report to the Director General Policy Analysis and Program Implementation/Ministry of Finance. He/she will lead the day-to-day management and operations of AES and will be responsible for the following tasks:

Duties & Responsibilities:

·        Coordinate and supervise the implementation of the Charter’s action plans together with the line ministries and other relevant institutions to ensure consistency;

·        Review and ensure operational alignment of agribusiness investment programs (on- and off-budget) with the Charter, through the national budget cycle;

·        Provide support to implementing agencies in preparation of annual workplans and budgets for the agribusiness investments to be approved by the ASC;

·        Prepare quarterly reports for the ASC that include summary of progress and highlight achievements, challenges and issues that require high level decisions;

·        Carry-out periodic assessments against indicators and targets and ensure that the principle of sound financial management has been followed, including through the mid-year and end-year review of budget proposals;

·        When requested, provide input into budget hearings and decisions on funding allocations;

·        Undertake due diligence of the proposed projects under the Charter, including their internal operating systems and processes, and ensure compliance to international environmental and social standards;

·        Review and ensure gender mainstreaming in programming and budgeting, and ensure that investments are designed for resilience to the effects of climate change; and

·        Support information and communications dissemination of the Charter’s achievements.


·        The assignment is for 1-year renewable depending on satisfaction and performance.

·        The Consultant will report to the Reporting to Director General Policy Analysis and Program Implementation/MoF.

This position requires technical breadth and depth to devise agribusiness development solutions and carry-out dialogue with various stakeholders, a combination of integrative skills, strong operational experience, sensitivity to the political economy of the country, and strong communication skills. The candidate should have:

·        A minimum of MA in Economics, MBA degree in public administration or related field with at least 5 years of work experience. Prior experience working in agriculture/agribusiness development is an asset.
