The Ministry of Agriculture, Irrigation and Livestock is a key ministry of the Islamic Republic of Afghanistan that aims to develop the agriculture, irrigation and livestock of the rural and urban communities. The Ministry is expected to lay the foundations for a long-term strengthening of local agriculture, to promote governance, to rebuild social capital and leadership within villages and neighborhoods, and to provide assistance for rehabilitation and development of communities. Ministry of Agriculture, Irrigation and Livestock (MAIL) and Asian Development Bank (ADB) established Central Program Management Office (CPMO) which is a permanent office to provide operational (administration, finance, procurement, reporting, technical and, monitoring and evaluation) support to all existing and forthcoming projects of ADB within the MAIL. The Project Management Unit (PMU), under the CPMO is responsible for day to day implementation of the Project including (i) overall management and coordination of the relevant outputs; (ii) guiding and overseeing the work of the regional Provincial Implementation Units (PIUs); (iii) establishment and implementation of the project performance management system. The proposed project help strengthen Afghanistan’s horticulture value chain by (i) improving processing efficiency and marketing capacity of domestic agro-business enterprises (ABEs); (ii) modernizing crop production through better planting material, trellising, modern green houses, and on-farm facilities; and (iii) contributing to the national effort in establishing internationally recognized brands of Afghan horticulture produce. It will increase value addition for horticultural commodities produced in eleven (11) provinces in Central, South, and East Afghanistan. As such, the project contribute to increasing import substitution of fresh and processed fruit and vegetables, and expanding exports of high-value fruit, vegetables, and nuts in which the country has a comparative advantage. The project is aligned with the following impact: improved agricultural productivity and food security. The project will have the following outcome: production and value addition of horticulture products increased. The two outputs are (i) horticulture value-chain infrastructure and facilities improved; and (ii) national capacity for horticulture export expansion and import substitution developed.
The Agri-business Development Officer will report to the Agribusiness Development Manager or the designate to achieve business development objectives such as; increase in production and marketing of horticulture produce and will build the capacity of the project beneficiaries on primary production, value added production and marketing.
Provinces to travel:
· At least three year recent experience with Agri-business and marketing activities in Afghanistan;
· Fluency in Dari and Pashto, with good capacity for communication in English;
· Be a team player, able to take initiatives, work unsupervised and solving problems;
· Willingness to travel to provinces, including regular overnight trips;
· Able to take initiatives, solve issues, play vital role as a team member and for long hours as and whenever required;
· Proven communications and reporting skills using standard computer programs;
· Strong oral and written communication skills and demonstrated ability to efficiently use MS Office packages (Microsoft Word, Excel, PowerPoint and Outlook); and,
· Fluent in English and as well as in Pashto/Dari (speaking and writing).
Duties & Responsibilities:
The Agri-business Development Officer will undertake, but not limited to the following tasks:
·Identify specific value chain business opportunities to pursue and prepare sub-project implementation reports;
·Identify gaps, constraints and bottlenecks in production, harvesting, processing, value addition and marketing areas of selected agriculture value chains and, help establish linkages among producers, service providers, processors, aggregators and exporters for agribusiness opportunities;
·In coordination with the agribusiness development specialists, provide support to ensure agri-business development activities are implemented according to agreed plans and timelines;
·On selected sub-projects, work with the sub-project representatives and technical team to develop production and processing related technical documents such as on standard operating procedures (SOPs);
·In coordination with the agribusiness specialists and regional project implementation units, prepare work plans and conduct trainings to the agribusinesses in the areas of value addition and marketing.
· Should be able to multitask under pressure, meet tight deadlines and deliver high-quality work;
Communicate activity descriptions and report success stories to management and communications teams;
·Develop sub-project implementation progress reports on weekly and monthly basis; and,
·Undertake other duties and responsibilities commensurate with the role and level of this job as may be requested by the Regional Manager and/or the project management unit.
Job Location:Afghanistan, Kabul
·Bachelor’s degree in Agriculture Economics or Business Administration or any other related field with four years of intensive experience as agribusiness/agriculture marketing expert with reputed agriculture development programs/organizations. At least one-year experience, as a business development officer;
