The Budget Department within the Ministry of Finance (MoF) is responsible for the preparation of the national budget and for monitoring and reporting on its implementation. The national budget activities, at present, are largely donor/aid co-ordination function with considerable liaison and involvement of international partners. The budget is used as a major co-ordination mechanism of the Government through which it consults, agrees and articulates to all national and international stakeholders the expenditure programmes and priorities of the Government for the year ahead. The National Budget is also the primary instrument for the Government to allocate and manage its financial resources (both internal and external revenues) in a balanced, transparent and accountable manner within a short to medium term framework. The Budget Team is composed of Directorate General Budget, Budget Execution Sectors, Budget Policy, Coordination & Reporting Unit, Provincial Budgeting Unit and Program Budgeting Unit. In addition, the Project Management, Office Management and IT Units provide administrative support to the Budget Department including plan development trainings and office and logistics management. The Project Management, Office Management and IT Unit also coordinate and implement a public information strategy on the National Budget and develop mechanisms to measure and monitor the effectiveness of the delivery of Budget Department’s products and services to key stakeholders and clients.
The Aid Coordination Manager will initially work under the supervision of the Aid Management Director. S/he will provide national leadership of the unit staff, assuming full responsibility for the Aid Coordination Unit in a phased fashion over time, and depending on performance.

Education and Experience:
â€¢ Masterâ€™s or Bachelor Degree in Public Finance, Business Administration, Political Sciences, International Relations or related field.
ï‚§ With Master Degree 3 years and with Bachelor Degree 5 yearâ€™s managerial experience is required.
ï‚§ The candidate will have extensive experience in aid management systems and effectiveness, and demonstrate the capacity to operate at the strategic and policy level.
ï‚§ Strategic and policy level experience will be complemented by knowledge of field level operations of donor and UN agencies, ensuring a good understanding of linkages between aid policy and operational practice.
ï‚§ The candidate should have a record demonstrating capacity to advise Government on aid accountability and monitoring, including experience of results-based management and the monitoring and evaluation of aid.
ï‚§ The candidate should have a record demonstrating the qualities and traits of a recognized team leader capable of providing leadership to a multi-disciplinary team consisting of professional and support staff. This involves the ability to organise, assess and coordinate the work of team members, using inter-personal styles and methods that inspire and guide other individuals and encourage the participation and collaboration of others.
ï‚§ The candidate should be a skilled communicator and negotiator, able to deal effectively with the broad range of Government, donor and agency partners.
ï‚§ Ability to set priorities in a highly pressured environment and to exercise a high degree of independent judgment and initiative.
ï‚§ Advanced university degree in economics/development studies and/or management.
â€¢ Fluency in English (reading and writing) and proficiency in Dari and Pashto.
