The Aid Effectiveness Officer will work under the direct supervision of the Aid Effectiveness and Policy Manager, and the overall guidance of the Aid Management Director, General Director of Budget, and MBAW Project Manager. The responsibilities of the incumbent include:
Aid Effectiveness Monitoring and Reporting
 Lead quarterly monitoring of implementation of Aid Effectiveness Principles of Paris Declaration, and Accra Agenda Action, with use of the “Monitoring Framework†adopted by the Ministry.
ï‚§ Lead in management of relations with and handling of all correspondence and enquiries from multi-lateral and bilateral donors relating to projects, missions, grant and loan agreements, draft replies or take actions as appropriate;
ï‚§ Help organize, participate in and provide inputs into Aid Effectiveness Working Group (AEWG), MoF-Donor Coordination Sub-Committee, Consultative Groups (CGs) and the Joint Monitoring and Coordination Board (JCMB) meetings representing Ministry of Finance;
ï‚§ Assist in promoting Government-donor/UN dialogue at all levels to achieve mutual understanding and help facilitate information sharing between these stakeholders.
Assistance in Development of Aid Effectiveness Policies
ï‚§ Review, scrutinize and analyze grant, loan and other development cooperation agreements to assess the extent of compliance with relevant aid effectiveness principles, identify violations of the principles and ensure that ANDS results priorities are maintained;
ï‚§ Prepare briefing on the findings in each grant, loan and other development cooperation agreements;
Government – Donor Relations
 Ensure timely collection, tracking and dissemination of aid information at macro and project level through effective utilization and maintenance of the Government’s Donor Assistance Database (DAD) to improve the information base required for promoting donor coordination;
ï‚§ Participation and provision of inputs in the negotiation and finalization of Grant and Loan Agreements, assess compliance with government policies and priorities (including ANDS sector results priorities) and compliance with aid effectiveness principles;
ï‚§ Track and report on the progress achieved towards meeting the benchmarks stipulated in the government-donor agreements;
High Level Committee on Aid Effectiveness
ï‚§ Participate in and contribute to the monitoring surveys and evaluations of the Paris Declaration and AAA to stimulate dialogue and track progress on aid effectiveness commitments;
ï‚§ Adhere to the MBAW work plan, anticipated deviations are to be reported to the AMD Manager at the earliest opportunity, in order to introduce the necessary adjustments;
Acquire Knowledge and Build Own Capacity
ï‚§ Identify areas for which training for knowledge building is required
ï‚§ Participate in training events, and if requested by the MBAW management take part in the delivery of training modules to other stakeholders;
ï‚§ Adhere to the Code of Conduct of MBAW;
ï‚§ The human resources practices within MBAW are answered upon, interim reviews and staff annual evaluations are part of this process;
Other Tasks:
• Any other tasks and responsibilities as required for the implementation of the project and requested by Supervisor.
Reporting Relationship:
Reports to Direct Supervisor, Aid Management Director and MBAW Project Manager
Education and Experience:
• Master’s or Bachelor Degree in Finance, Business Administration, Political Sciences, International Relations or related field.
Experience:
• With Master Degree Up to 3 years and with Bachelor Degree 3-5 Years experience at the national level in providing financial management services and/or managing staff and operational systems.
• Experience in the usage of computers and office software packages (MS Word, Excel, etc) and advance knowledge of spreadsheet and database packages.
• Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.
• Considerable experience in the field of data analysis and reporting and presentation. Experience of working with the Government agencies, donors, NGOs and United Nations is an advantage.
Language Requirements:
• Fluency in English (reading and writing) and proficiency in Dari and Pashto.
