The Assistant District Development Director is the lead implementer of grant activities that support economic and social development in priority conflict-prone communities.
Duties & Responsibilities:
The Assistant District Development Director will:
â€¢ With District Development Director, develop grant proposals, activity work plans, M and E plans, budgets and timelines in collaboration with grantees
â€¢ Implement grants, overseeing compliance and adherence with grants management policies, procedures, and practices and providing support to grantees in these functions and ensuring a fair and transparent processes through implementation
â€¢ Be the daily point-of-contact for grantees and communities
â€¢ Update Activity Database with field site visit reports, data collection, grantee milestones, photos, GPS/GIS data points, and other documentation.
â€¢ Assist DDDs in evaluation of grants.
â€¢ Maintain grants management policies and practices.
â€¢ Work with communities and GIRoA structures to mobilize local resources
â€¢ Ensure GIRoA and community consultations continue throughout implementation
â€¢ Oversee fair, reasonable, compliant and transparent procurement of services and goods for grants-in-kind, including working with PO to manage the procurement selection committee.
â€¢ Monitor project implementation.
â€¢ Bachelors Degree preferred.
â€¢ Minimum of one year experience in activity management, budgeting and procurement in rural environments.
â€¢ Experience with activity implementation and ensuring that procurement, finance, logistics, and programmatic aspects of the activities are being implemented on-time and in accordance with the specifications of the approved activity.
â€¢ Experience in community participation and consensus building projects and/or those that are political in focus.
â€¢ Knowledge and skills to design grants (including budget development) that interface between government and communities and that relate to current political events.
â€¢ Preferably from the region where they will be working
â€¢ Fluency in English and Pashtu required. Dari is a plus.
â€¢ Will supervise all grant implementation and procurement processes â€“ Procurement officer, Grants Specialist and Quality Assurance Engineer.
BASE OF OPERATIONS:
â€¢ Paktika,Barmal District , with substantial travel throughout the region.
â€¢ Reports directly to District Development Director
