The Assistant District Development Director is the lead implementer of grant activities that support economic and social development in priority conflict-prone communities.
The Assistant District Development Director will:
• With District Development Director, develop grant proposals, activity work plans, M and E plans, budgets and timelines in collaboration with grantees
• Implement grants, overseeing compliance and adherence with grants management policies, procedures, and practices and providing support to grantees in these functions and ensuring a fair and transparent processes through implementation
• Be the daily point-of-contact for grantees and communities
• Update Activity Database with field site visit reports, data collection, grantee milestones, photos, GPS/GIS data points, and other documentation.
• Assist DDDs in evaluation of grants.
• Maintain grants management policies and practices.
• Work with communities and GIRoA structures to mobilize local resources
• Ensure GIRoA and community consultations continue throughout implementation
• Oversee fair, reasonable, compliant and transparent procurement of services and goods for grants-in-kind, including working with PO to manage the procurement selection committee.
• Monitor project implementation.
EDUCATION
• Bachelors Degree preferred.
WORK EXPERIENCE
• Minimum of one year experience in activity management, budgeting and procurement in rural environments.
• Experience with activity implementation and ensuring that procurement, finance, logistics, and programmatic aspects of the activities are being implemented on-time and in accordance with the specifications of the approved activity.
SKILLS
• Experience in community participation and consensus building projects and/or those that are political in focus.
• Knowledge and skills to design grants (including budget development) that interface between government and communities and that relate to current political events.
• Preferably from the region where they will be working
• Fluency in English and Pashtu required. Dari is a plus.
SUPERVISORY RESPONSIBILITIES:
• Will supervise all grant implementation and procurement processes – Procurement officer, Grants Specialist and Quality Assurance Engineer.
BASE OF OPERATIONS:
• Paktika,Barmal District , with substantial travel throughout the region.
REPORTING:
• Reports directly to District Development Director
