Job Summary:

We are currently seeking qualified candidates for the position of Associate Director, Monitoring & Evaluation for an anticipated multiyear USAID National Health Technical Assistance Program (NHTAP) in Afghanistan. The activity aims to improve health outcomes through improved utilization of high-impact, sustainable, accessible, and quality health and nutrition services across Afghanistan. The program will enhance the Afghan Ministry of Public Health’s capacity to support the health systems and policies required to provide high-quality services across Afghanistan and ultimately improve health outcomes among Afghans nationally.


This position is subject to project award and funding.


Job summary / Responsibilities:

The Associate Director, Monitoring & Evaluation (M&E) will be an FHI 360 employee working in and placed at the NHTAP office in Kabul. Under the guidance of the Monitoring, Evaluation, and Research Director, the Associate Director M&E will guide the process of collecting, analyzing, and using data with the purpose of measuring and documenting achievements as well as continually informing program decisions. In addition, s/he will lead and manage coordination, quality control, and staff mentorship of M&E activities across EPHS and BPHS partners and also monitor consortium partner data quality and provide focused technical assistance as needed to EPHS, BPHS and consortium partner teams.

Skills Description:

·      Master’s or doctoral degree in public health, epidemiology, biostatistics, or a related field.

·      8 - 10 years of experience in relevant field.

·      A minimum of 5 years experience in a supervisory or management position for M&E.

·      Experience designing and implementing data monitoring platforms that include strong quality assurance components is required.

·      Experience in providing technical assistance to project/government staff working on M&E and data systems is desired.

·      Demonstrated proficiency with using Microsoft Office Suite, standard statistical software packages (e.g. Stata, SAS, R), and data collection software (e.g. ODK, DHIS2) required. Experience with Arc-GIS, PowerBI, and similar GIS and dashboard development software strongly preferred.

·      Able to analyze and interpret data, identify errors, and prepare reports.

·      Able to problem solve and develop and implement corrective action as needed.

·      Familiarity with data quality assurance and DHIS-2 systems, and data analysis and synthesis to guide programmatic application.

·      Experience providing guided technical assistance and mentorship at facility and provincial levels for data quality.

·      Familiarity with research and appropriate methodologies for program evaluation and learning.

·      Excellent oral and written communication skills in English, Dari, and Pashto.

Duties & Responsibilities:

·      Direct all M&E activities in close coordination with the Monitoring, Evaluation, and Research Director.

·      Develop annual M&E plan for the NHTAP project for submission to USAID CO approval

·      Support the NHTAP project to develop, maintain, and conduct ongoing quality assessments of the project M&E system consistent with project targets.

·      Support the development and advancement of national M&E activities and systems framework with MoPH partners.

·      Responsible for sharing best practices in M&E and data quality assurance and evidence on new approaches to field data monitoring to contribute to the knowledge base.

·      Responsible for participating in HMIS and DHIS-2 systems improvement efforts through collaboration with relevant departments and personnel and through participation in scientific forums and technical networks.

·      Provide, guide, and ensure standardized process of collecting, analyzing, and using data with the purpose of measuring and documenting achievements as well as continually informing program planning and decisions.

·      Manage the development and review and standardization of facility and community health data collection and quality assurance strategies, tools and technical resource materials (e.g., training materials, data collection tools, use of technology for real-time monitoring data collection, operations and mentorship plans, job aids) in collaboration with key stakeholders to support meeting NHTAP project objectives.

·      Ensure high level technical assistance is provided to public sector partners and work with MoPH and BPHS partners to develop/revise relevant M&E data use and interpretation standards and tools, integrate evidence-based practices, and participate in capacity development of provincial health departments and BPHS partners to conduct high quality training, data quality assurance, and promote data utilization for programming decisions.

·      Collaborate with other technical specialists and stakeholders beyond the project to ensure coordination of M&E materials and strategies and avoid gaps and overlaps.

·      Provide monthly activity plans to USAID’s Third Party Monitor (TPM) and respond in a timely manner to TPM findings.

·      Provide the needed field support to ensure M&E activities are implemented with quality and fidelity by the subcontractors.

·      Ensure harmonization with central and provincial government and BPHS partners for M&E activities and track assignment completion and hand-over of responsibility as capacity is built.

·      Ensure harmonization with the multi-tier monitoring and evaluation players: the M&E subcontractor, monitoring by the lead (FHI 360), MoPH, as well as USAID third party monitoring partner.

·      Work closely with private sector actors and professional organizations to engage them in M&E activities anticipated by the project.

·      Supervise capacity-building of government and BPHS partners and subcontractors for data quality, analysis and application to guide program recommendations.

·      Work closely with other clinical teams of the NHTAP project to ensure proper dissemination of project data and technical assistance approaches through the available and new platforms.

·      Carry out other technical (i.e. data quality assurance activity training and mentorship, etc.) program or senior managerial tasks as assigned by the M&E Director.

·      Ensure USAID online data and data documentation needs – i.e. Afghan Info, Development Experience Clearinghouse (DEC) and Development Data Library (DDL) - are timely met with quality.
