We are currently seeking qualified candidates for the position of Associate Director, Project Communications for an anticipated multiyear USAID National Health Technical Assistance Program (NHTAP) in Afghanistan. The activity aims to improve health outcomes through improved utilization of high-impact, sustainable, accessible, and quality health and nutrition services across Afghanistan. The program will enhance the Afghan Ministry of Public Health’s capacity to support the health systems and policies required to provide high-quality services across Afghanistan and ultimately improve health outcomes among Afghans nationally.
This position is subject to project award and funding.
Job summary / Responsibilities:
The Associate Director, Project Communications will be an FHI 360 employee working in and placed at the NHTAP office in Kabul. Under the guidance of the Monitoring, Evaluation, and Strategic Information Director and Chief of Party, the Associate Director, Project Communications will lead and manage program reporting, drafting and editing work plans and strategic documents, leading production of program learning briefs and reports, and work with government, BPHS and EPHS, and consortium partners to develop reporting skills and produce documentation of project-facilitated programming improvements.

Duties & Responsibilities:
· Lead drafting and editing of all project work plans and quarterly reports.
· Support the NHTAP project IPs and government and BPHS/EPHS partners to identify and report on program learning and data-driven program changes with measurable results.
· Support the development and updating of reporting standards and guidelines for use within the NHTAP project and its partners, compliant with donor regulations.
· Responsible for sharing best practices and evidence on new facility and community-based health approaches to contribute to the national knowledge base through written program briefs in collaboration with government and BPHS/EPHS partners.
· Responsible for facilitating knowledge sharing and results dissemination through collaboration with relevant government departments and personnel through forums and technical networks.
· Develop and manage a library for all project-produced documents, tools and technical resource materials (e.g., training materials, data collection tools, operations and mentorship plans, job aids), post relevant documents to the project website, and coordinate document sharing for electronic and personal dissemination through government and other key stakeholder channels to support meeting NHTAP project objectives.
· Supervise capacity-building of government and BPHS partners and subcontractors for reporting and data presentation as part of program learning.
· Work closely with other clinical teams of the NHTAP project to ensure proper dissemination of project data and technical assistance approaches through the available and new platforms.
· Carry out other technical (i.e., scientific conference or results dissemination conference organization, etc.) program or senior managerial tasks as assigned by the MESI Director or Chief of Party.
Job Location:Afghanistan, Kabul
· Master’s degree in public health, humanitarian program development, or a related field.
· 8 - 10 years of experience in relevant field.
· A minimum of 5 years’ experience in a management or communications lead position.
· Experience leading project reporting and scientific writing is required.
· Experience in providing technical assistance to project/government staff working on results dissemination and reporting is desired.
· Demonstrated proficiency with using Microsoft Office Suite.
· Able to problem solve and develop and implement corrective action as needed.
· Experience providing guided technical assistance and mentorship at provincial and national levels for program review, documentation, and reporting.
· Familiarity with research and appropriate methodologies for program evaluation and learning.
· Excellent oral and written communication skills in English required; fluency in Dari and/or Pashto required.
