Job Summary

A major objective of the project’s effort is to improve access to services and markets for rural people to help improve their social and economic situation thus reducing poverty. It is also perceived that as accessibility improves other services can also flow in easily.

The Associate Engineer will handle one or two sites as the situation may be and will be instructed by the Senior Engineer. The Associate Engineer will assist the Senior Engineer to oversee implementation of contract works in confirming to the technical specifications of UNOPS. Any situation that may require decision making which will involve additional cost will be brought to the notice of Senior Engineer with details of issues encountered at site and appropriate recommendation.

Duties & Responsibilities

Purpose and Scope of Assignment:

The Senior Engineer will provide oversight at following stages to ensure that the Associate Engineer carries out the following responsibilities:
• Understanding the technical specification and scope of work of each contractor that the Associate Engineer is going to oversee.
• Ensure that road construction materials (gravel) are sourced by the contractor from the approved quarry sites.
• Check contractor’s compliance to material specification for steel, cement, aggregates and etc.
• Ensure that road sub-grade is prepared, rolled at appropriate moisture content and California Bearing Ratio (CBR) achieved as per the specification and camber maintained.
• Ensure sub-base and base-course are constructed at specified compacted height. The thickness of courses so constructed should be controlled using pegs laid along the road edges so that inspection could be easy.
• Ensure that all the road drainage structures including side drains are constructed thus road is free of water thereby increasing life of the road.
• Carry out urgent survey works and compute them as Senior Engineer may desire.
• Record daily site book filling in all parameters as per the requirement of the book.
• Oversee the contractor’s dispose of construction waste at the designated location.
• Ensure that all completed works look neat and tidy.
• Supervise road maintenance carried out by the communities.
• Witness payment disbursements to the communities.
• Hold ownership to UNOPS Asset at construction site.
• Other related assignments as directed by supervisor
Final Product:
The Associate Engineer shall provide the following:
• Allocated road construction for supervision completed on time and with quality.
• Daily log book filled properly and submit to Senior Engineer at the end of every month thus enabling Senior Engineer to extract information for monthly progress report.
• Roads under incumbent’s responsibility are accessible all year round.
• UNOPS road construction assets are properly looked and functional.

The incumbent is responsible to abide by security policies, administrative instructions, plans and procedures of the UN Security Management System and that of UNOPS.

Job Requirements

Qualifications and Experience:
a. Education (Level and area of required and/or preferred education)

• Diploma in civil engineering required. Bachelor’s Degree in engineering highly desirable.

b. Work Experience
• At least 5 years of experience in road engineering and construction or related experience.

c. Key Competencies
• Good oral and written communication skills in English.
• Strong attention to detail.

• Capacity for problem solving and identifying acceptable/applicable solutions; resourceful, proactive, maturity of judgment and behavior, and self motivated
• A strong sense of commitment, and a desire to work in a dynamic, deadline driven environment.
• Ability to work in a volatile security context.
• Skills to operate AutoCAD.
• Knowledge of word and excel.
