Duties & Responsibilities:

Project Administration Memorandum (PAM)
Contributes to the preparation of PAM by gathering and consolidating data in the appendices, and preparing draft on various sections, for example, project description/scope, project cost, loan allocation, procurement, loan covenants, etc.

Project Performance Reports (PPRs)
Prepares and updates individual Project Performance Reports every month for loans outlining all the required details for example, project description/scope, status of implementation, developments, major problems, actions taken/proposed, and participating in the Departmental PPR meetings when needed.

Statistical Reports
Compiles data and statistics on contract awards and disbursements for the assigned projects for the generation of various reports required by the Department and Management. Monitors and analyzes the actual awards and disbursements against targets to identify shortfalls and their underlying causes, and follows up these matters with the Executing Agencies.

Mission Participation
Participates in various missions as required such as inception, review, mid-term mission and project completion report missions by providing assistance in collecting data on contract awards and disbursements, reconciliation of project accounts, compliance with loan covenants, in familiarizing Executing Agencies with ADB's loan procedures and in assisting them where necessary in the preparation of various reports and applications.

Loan Covenants
Maintains records needed to monitor compliance with loan and TA covenants, follows up outstanding obligations of executing agencies such as the submission of financial statements, monthly and/or quarterly progress reports, and PBME implementation; and inputs data on the status of such compliance into the Project Administration Systems (PAS) of the mainframe computer.

Documents Review and Correspondence
Contributes to the review of various documents, for example, bid evaluation report, contract awards-related documents/reports (e.g. PCSS or PCUS). Drafts various papers (for example, Procurement Papers for award of contracts); reports needed for project implementation and technical assistance proposals; and correspondences as required.

Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submission, preparing required correspondence and re-estimating project costs and ADB's commitments and financing percentages. Reviews, evaluates and processes below free limit sub loan.

Maintains records on and monitors status of Division's economic, thematic, and sector work.

Job Location:



Bachelor Degree required.

Suitability to undertake the responsibilities mentioned above at the required level.

At least 5 years of relevant experience

Demonstrates knowledge and understanding of ADB's operational processes and procedures.

Good computer skills in word processing, spreadsheets, graphics software, and ADB's PPIS, LFIS and other software products.

Good oral and written communication skills.

Good interpersonal skills and ability to work with individuals from different cultural/national backgrounds.

Ability to manage priorities and workload with general schedule of work, instructions, and standardized practices; and ability to work with minimum supervision.
